About The Role

The Highway Improvements Team in the Assets and Infrastructure Service comprises five project teams who design and deliver a range of highway improvements from cycleways to link roads. Dorset Council has been very successful in attracting external funding for new sustainable transport, road safety and highway improvements schemes recently and the improvements team are in the forefront of delivering a range of exciting new projects.

Based in Dorchester, close to the Heritage Coast, this role provides an exciting opportunity to lead the design and delivery of highway improvements, with an emphasis on traffic signals and ITS (intelligent transport systems) schemes.

What you can expect to be doing

  • Lead and manage a team comprising experienced engineers and trainees delivering a programme of schemes funded both from internal and external sources.
  • Ensure that your team are suitably trained and skilled and that they operate in line with the Council's behaviours framework.
  • Monitor and manage your team's health and wellbeing, and signpost staff to support where necessary.
  • Use your strong collaboration and communication skills to ensure projects are delivered on time and budget, and in accordance with the scheme objectives.
  • Be able to provide technical advice and guidance to support the team's ITS design work and to ensure that developers schemes meet Dorset standards.
  • Ensure that Dorset remains at the forefront of innovation for best value, low carbon ITS solutions.
  • Fulfil the Principal Designer function under CDM and oversee the Designer roles and responsibilities
  • Engage with elected members and communicate key messages with evidence and recommendations, to assist members with decision making.

About You

You will need to be able to demonstrate the following attributes:

  • Educated to at least HNC/HND level. An Incorporated Engineer (IEng) with ambition to progress to Chartered Engineer status.
  • A good knowledge of highway design principles, construction standards and highway contracts.
  • Technical knowledge allowing you to lead on ITS schemes, ensuring that design work comp lies with internal processes and procedures as well as national standards and guidance.
  • A sound understanding of project management, resource planning and budgetary control in relation to highways, road safety and sustainable transport schemes.
  • The ability to find innovative solutions to problems based on sound evidence.
  • Strong communication and negotiation skills and the ability to apply these as required, with internal and external stakeholders.
  • Excellent leadership, management and coaching skills with which you will encourage others to achieve their full potential.
  • Experience in Local Government processes, including commissioning and procurement, stakeholder engagement and public consultation.
  • A willingness and ability to establish and maintain effective relationships at all levels.
