The Programme Management Office function is accountable for the design, planning, management, execution and financial control of the Workplace Services capital programme and other functional projects. This includes managing change requirements and operational communications. The Programme Management Office (PMO) is responsible for defining and maintaining project management standards within Workplace Services, and for developing Quality and Assurance strategies to ensure appropriate governance across all projects. The team is collectively responsible for circa £10-15m of annual spend on capital projects to improve the operational efficiency of Deloitte offices. The team also support the Real Estate team on new real estate projects from start to finish across various RIBA stages as an SME to ensure new spaces are designed for seamless operations and maintenance by Workplace Services.

Success in this role will be demonstrated by the successful delivery of projects on time, within budget, and to agreed objectives, contributing to the enhancement and maintenance of Deloitte's real estate portfolio. This will be achieved through proactive project management, strong stakeholder management, and a focus on driving value and innovation. The project manager will be expected to manage end to end delivery of individual capital projects with a budget of circa £2m and deliver an annual spend of circa £5m across various projects.

This role requires a highly specialised project management SME with demonstrable experience in construction delivery within a corporate real estate/ FM environment. The scope demands deep technical competence across end-to-end project lifecycle (design through to handover), RIBA stage governance, CDM regulations, MEP coordination, and refurbishment delivery in a live operational environment. Experience in managing large scale catering/ F&B projects will be highly advantageous. The candidate must be a commercially astute individual with excellent stakeholder management skills and a proven ability to drive value. The role will include some elements of travel across the estate.

Responsibilities

Project Management:

  • Coordinates Workplace Services support to Real Estate project activity for projects e.g. acquisitions and disposals.
  • Represents Workplace Services operational interests in support of the creation of new offices and completes site surveys as required.
  • Develops high-quality business cases and propositions.
  • Ensures Workplace Services standards are included in the scope of all projects.
  • Ensures that change impacts are assessed and detailed change management plans are implemented.
  • Ensures effective management and monitoring of health and safety, identifying, eliminating, or controlling foreseeable risks.
  • Works with all parties to ensure project deliverables comply with statutory and legal requirements.
  • Works with internal and external teams to ensure successful execution of project deliverables.
  • Identifies and monitors project risks and issues via a risk register and escalates as appropriate.
  • Supports effective governance and decision-making.
  • Ensures all due diligence is conducted and industry best practice process followed for practical completion and handover such as asset verification, witness testing, H&S files, O&M manuals completion.
  • Leads operational readiness and prepare the site for go-live.
  • Ensures a process is in place to manage warranties and is clearly communicated.
  • Acts as the Workplace Services owner for defects and snagging.
  • Supports any additional tasks as assigned by Workplace Programme Management leadership.

Stakeholder Management:

  • Proactively keeps leadership informed on critical project updates and seeks intervention where needed to manage risks.
  • Identifies, manages, and nurtures stakeholder relationships, including internal and external vendor relationships.
  • Collaborates with subject matter experts across various teams (e.g., technology, real estate, operations, sustainability) to identify and manage project dependencies.
  • Liaises with key Workplace Services & Real Estate (WS&RE) stakeholders at project inception to ensure appropriate sign-off.
  • Liaises with the Change and Engagement Lead and Project Managers to ensure a full communication strategy is in place.
  • Liaises with the Moves Manager and wider stakeholders in relation to office moves.

Financial Management:

  • Demonstrates value for money for Deloitte as part of the business case and sourcing strategy.
  • Documents and challenges third-party vendors effectively to manage the financial impact of scope changes.
  • Contributes to the development of the capital plan for the estate.

Commercial Acumen:

  • Demonstrates strong commercial awareness and negotiation skills.
  • Identifies opportunities for cost savings and efficiency improvements.
  • Challenges existing processes and proposes innovative solutions.

Communication & Collaboration:

  • Collaborates effectively with Change and Communications team.

Essentials:

Technical Experience

  • Proven experience in project management, ideally within a corporate real estate environment in relevant disciplines (e.g., construction, fit-out, engineering).
  • Strong negotiation skills and commercial acumen to write quality business cases and demonstrate value for money.
  • Ability to drive projects and deliver to agreed time, scope, and quality
  • Excellent IT skills (MS Excel, PowerPoint, and MS Project skills).

Personal Qualities/Attributes

  • Self-motivated/self-starter and ability to work independently.
  • Ability to challenge effectively and have difficult conversations.
  • Excellent stakeholder management and communication skills (written and verbal).
  • Highly organised and detail-oriented, with proven ability to manage multiple projects.
  • Adaptable, resilient, and thrives in a fast-paced environment.

Education / Qualifications

  • Thorough understanding of CDM (Construction Design and Management Regulations 2015)
  • Health and safety qualification (e.g., IOSH/ NEBOSH)
  • Professional project management qualification such as PRINCE2 Practitioner, or Project Management Professional (PMP), or APM Registered Project Professional (RPP) qualification.

Desirables:

  • Experience using Monday.com as a project management tool
  • Membership of relevant professional bodies e.g., Royal Institution of Chartered Surveyors (RICS), British Institute of Facilities Management (BIFM)
  • Bachelor's degree (or equivalent) in a relevant field (e.g., Construction Management, Engineering, Facilities Management).
