About the Procurement Operating Model Programme
• The Procurement Operating Model Programme is focused on designing and delivering a robust procurement operating model, with an emphasis on Third Party Risk Management (TPRM) and ensuring regulatory compliance.
• The programme aims to optimise the organisational structure and processes to enhance operational efficiency and governance.
• The programme is currently in its initial phases, setting the foundation for a streamlined and compliant procurement process.
• The Project Manager will be responsible for driving key workstreams within this programme.
What you'll do
• Lead end-to-end project management for critical workstreams within the initial phases, including operational model design and governance implementation, encompassing scoping, planning, execution, monitoring, and delivery.
• Conduct skills and roles gap assessments to evaluate current capabilities against the requirements of the new procurement operating model.
• Review and refine job descriptions to align with the designed organisational structure and ensure clarity of roles and responsibilities.
• Develop and maintain comprehensive project plans, timelines, and budgets to ensure timely and cost-effective delivery of project objectives.
• Coordinate with cross-functional teams, including procurement, compliance, risk management, and technology, to ensure alignment and effective collaboration.
• Identify potential risks and issues, develop mitigation strategies, and escalate matters as required to ensure project success.
• Ensure all project documentation is thorough, accurate, and current, facilitating transparency and accountability.
• Conduct requirements gathering sessions with key stakeholders to define governance frameworks and identify operational model needs.
• Analyse current-state procurement processes, identify gaps, and recommend enhancements for improved efficiency and compliance.
• Develop future-state target operating models, including organisational design, process workflows, and technology integration.
• Prepare detailed business requirements documents (BRDs), functional specifications, and process maps to guide implementation.
• Collaborate with technology teams to ensure systems and tools align with governance and operational model objectives.
• Design and implement governance frameworks tailored to procurement, ensuring compliance with regulatory requirements and industry best practices.
• Work closely with legal, compliance, and risk teams to clarify roles, responsibilities, and decision-making structures.
The knowledge, experience and qualifications you need
Stakeholder Engagement
• Serve as a liaison between procurement teams and senior leadership to ensure alignment on project objectives and procurement operating model deliverables.
• Communicate project progress and updates to stakeholders through regular presentations and status reports, ensuring transparency and understanding of milestones achieved.
• Facilitate collaborative workshops and training sessions with stakeholders to promote engagement and ensure the effective adoption of new procurement governance frameworks and operational practices.
• Gather feedback from stakeholders to continuously refine the operating model and address concerns or suggestions for improvement.
Performance Metrics and Reporting
• Define key performance indicators (KPIs) specific to the procurement function to assess the effectiveness and efficiency of the new operating model and governance frameworks.
• Develop and maintain dashboards and reports that provide real-time insight into project progress, procurement performance, and compliance with established governance mandates.
• Analyse project outcomes against defined metrics to evaluate success and identify areas for further enhancement within the procurement operating model.
The knowledge, experience and qualifications that will help
• Bachelor's degree in Business Administration, Finance, Supply Chain Management, or a related field (MBA or relevant certification preferred).
• Proven experience as a Project Manager in procurement, business operations, or financial services, with a focus on operational efficiency and governance.
• Strong understanding of procurement processes, supplier management, and regulatory compliance requirements unique to the industry.
• Demonstrated experience in designing and implementing procurement governance frameworks and target operating models.
• Proficiency in project management tools (e.g., MS Project, JIRA) and business analysis software (e.g., Visio, Lucidchart) to facilitate project execution and documentation.
• Strong analytical and problem-solving abilities, with a keen attention to detail in process improvement initiatives.
• Excellent communication and stakeholder management skills to foster collaboration and drive project success.
• Certifications such as PMP, PRINCE2, or CBAP are advantageous.
