Project Manager - Coordinator - Highway Development
Location: Winchester (Hybrid, 3 days' work from home)
Salary: £20-£25 per hour
Hours: 37 Hours per week (3 months with review)
Start Date: 11/02/2025
As the highway development coordinator, you will be responsible for making it easier or developers to deliver section 278 schemes. You will also draw upon your project management and coordination skills to minute and manage meetings, to communicate status, actions, decisions, risk, Programme and provide overviews of the fees and bonds associated with their schemes.
Role and responsibilities:
- Coordination & Liaison:
Act as a key point of contact and facilitate communication between the developer, consultants, internal/external stakeholders (e.g., HDA Design Audit Engineer, HCC, National Highways, HDP officers, legal officers).
Coordinate regular design audits, legal progress meetings, and National Highways liaison meetings as required.
- Approval Process Support:
Assist in the submission, review, and approval of documents for National Highways, ensuring compliance with prescribed methods. Share feedback from National Highways with the developer and their consultants.
- Agreements & Approvals:
Support negotiations of Section 6 (or similar) agreements with National Highways. Oversee the development and progress of S278 and S38 design submissions, technical approvals, and legal agreements for both on-site and off-site works.
- Documentation & Reporting:
Develop and manage a Master Document Register and a Development Status Tracker to monitor and clarify all design and approval requirements. Provide quarterly updates on progress, technical review status, financial, and bonds.
- Stakeholder Engagement:
Assist with road space booking, stakeholder liaison, and communications throughout the development lifecycle.
- Construction Support:
Advise on the construction phase, focusing on the delivery order of internal roads, site access points, and associated development requirements.
Skills and Qualifications
Essential
- Significant demonstrable industry
- Broad up-to-date knowledge of transport planning, implementation, highway engineering and planning policy
- Client facing skills with political awareness and sensitivity, understanding of corporate policies and strategies and knowledge of the legislative and regulative context
- Interpersonal skills
- Written and oral communication skills
- Driving License
Desirable
- Educated to degree level (or equivalent) with an appropriate professional accreditation (e.g. chartered or incorporated)
