Brief Description
As our Programme Procurement Manager you'll provide comprehensive procurement and contract management support from strategic planning of procurement activities through to asset delivery.

You will be part of the North West & Central Region (NW&C) which consist of three routes - North West, Central and West Coast South - and a regional team supporting Regional Major Programmes & Professional services.

This role can be based from one of our core NW&C offices: Birmingham, Manchester or Milton Keynes.

About the role (External)

Your main responsibilities will be to:

1. Develop, implement and maintain detailed procurement and contracting strategies for Northwest & Central (NW&C) Regional contracts / frameworks

2. Lead tenders, negotiation of complex high value contracts / frameworks, achieving best value for the Region. Prepare and execute the corresponding contracts.

3. Monitor so that compliant with Network Rail policies, procedures, assurance and governance, legal and regulatory requirements.

4. Identification of cost reduction and efficiency opportunities including contributing to continuous improvement initiatives and the establishment of tools to benchmark programme efficiencies.

5. Influence and liaise with Route Services, other Regions, other Industries and National programmes to manage consistency in commercial approach to supply market.

6. Identify key commercial and contractual risks to business and manage contracts to mitigate risk.

7. Pre-qualify, assess and select suppliers and contractors for adequacy and continuity of supply for all key sourcing (Goods, Services and Works) requirements and manage strategic and cultural fit. Develop and manage positive supplier relationships.

8. Develop appropriate processes and systems to regularly measure and monitor supplier performance.

9. Contribute to the development and implementation of best practice systems and processes for the effective, efficient and consistent management of procurement and supply chain activities.

10. Lead and direct the preparation of detailed procurement and contract strategies for all contracts aligning procurement strategies to the Business Plan.

11. Prepare robust tender documents structuring the pricing document to facilitate cost analysis feedback for high value/high risk contracts and manage the whole tender process.

12. Exercise delegated authority to procure in accordance with established policies and governance.

13. Mange, lead, motivate, inspire and develop a procurement team

• Wide and successful procurement background either in rail or construction industry with extensive experience at a senior level of procurement and contracting

• Educated to degree level
