Location: This role can be based in either Birmingham or London

Salary : Base salary: £54,500- £68,150 (Birmingham) or £63,050-£78,000 (London) depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

As a Programme Manager- Transformation at HS2 you will manage a programme of activities to enable the contract award, mobilisation, handover and transition to respond to the requirements of the programme lifecycle, the delivery strategy and commercial strategy to support the organisation in future planning so that it has the appropriate organisation structures, capability and skills to operate.

About the role:

• Lead strategic change programmes, integrating activities to ensure operational readiness and support the Executive and Senior Leadership Team to have the capability to discharge their obligations and achieve strategic objectives and priorities.

• Set the strategy, process and tools for delivering organisational transition and future capability requirements to achieve commercial and programme objectives.

• Support Delivery Directors in managing upstream commercial and capability risks where there is financial exposure around readiness, transformation and change activities,

• Lead engagement with Delivery teams and their supporting functions to build credible transformation and readiness plans which align with approved and assured readiness processes

• Manage governance and control around organisational transition states and change within the corporate control framework

• Drive decisions forward by establishing and utilising relevant Forums/Design Authorities and processes for escalating capabilities risks, managing dependencies across readiness programmes and conflicts, enabling successful delivery of readiness and transformation programmes.

• Build, develop and lead relationships with key stakeholders including the Executive team, Senior Leadership Team and wider assurance bodies to provide confidence that HS2 has the operating model and organisational capability in place to manage strategic risks to the operating model at each stage of the programme lifecycle.

• Lead and champion lessons learnt and continuous improvement activities to continue to evolve readiness processes, tools and template to meet both current and future organisational capability requirements.

• Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI

About You:

Skills:

• Programme management - the ability to plan and integrate multiple projects to achieve project benefits manage risks and dependencies. Skills profile aligned to Association for Project Management (Advanced) or equivalent.

• Complex problem solving - identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. This includes the management and planning of multiple workstreams and the competing demands of stakeholders.

• Conflict and Stakeholder management - reads situations quickly, good at focused listening; can find common ground and get cooperation and construct outcomes with minimum noise.

• Decision quality - gathering and synthesising information, identifying options and applying sound judgement based on logic and reason, making sure of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.

• Clear direction - defining and prioritising objectives, analysing inputs, assessing and challenging data, defining strategies and supporting rationales.

• Influencing & Negotiating - the ability to influence and negotiate with internal functions and external supply chain partners and reconcile functional requirements with delivery demands.

• Developing & Maintaining Relationships - Ability to establish and maintain relationships with internal and external stakeholders to resolve emergent risk situations.

Knowledge:

• Knowledge of major projects or programmes (policy, development and/or delivery)

• Awareness of the technical elements of the relevant scope of work within the overall HS2 programme, including interdependencies.

• Management of complex interfaces with multiple parties, preferably within the context of a major infrastructure project.

• Project management techniques including risk, contingency, cost, schedule and scope management.

• Awareness of the nature of the relevant contract / agreement structures and the design and application of appropriate performance systems.

• Project management aligned to the level of Association for Project Management (Advanced) or equivalent experience in engineering, commercial management or project controls.

• Understanding the elements of organisational change and transformation and the use techniques to address risk to organisational performance.

• Understanding of organisational capability development and change and the criticality of this to business performance.

Type of Experience:

• Experience of the project lifecycles and aligning with capability requirements to maintain the integrity of the operating model including planning, developing and implementing change project activities.

• Experience of working across functions and disciplines to deliver complex projects and objectives.

• Experience of working in an environment with a high degree of scrutiny and ambiguity

• Project management aligned to the level of Association for Project Management (Advanced) or equivalent experience in engineering, commercial management or project controls
