Team Knowsley are looking for somebody who can work with a range of stakeholders within the wider Health and Social Care sector, working across a range of competing and challenging priorities. We want somebody who is passionate about improving the lives of our residents and population and who can help shape services in conjunction with those that we serve.

Working within the Starting Well Programme, you will lead and manage a portfolio of work programmes, helping to drive and lead efficiencies in pathway development, ensuring the needs of our residents our at the heart of these improvements. Working in collaboration with stakeholders from across the sector, you will have strong negotiation skills, be able to see the end vision, and also be able to foster and maintain these relationships.

Main duties of the job

Exercising a high level of autonomy and initiative, the post holder will develop and lead, in partnership with the local authority, agreed elements of the Starting Well Transformation and Partnerships work programme, which will contribute to the delivery of the core objectives and commissioning intentions of the Integrated Care Board (ICB), both centrally and local Place plan.

The Transformation and Partnerships team supports the delivery of the commissioning and financial outcomes set by the ICB across all programme areas, requiring the post holder to work effectively in a fast-paced environment to ensure delivery of agreed priority programmes of work.

As a programme manager, the post holder will work as part of a dynamic team, flexibly leading diverse and changeable projects and project teams across health, social care and well-being. The programme manager will lead a variety of workstreams, maximising the benefits of matrix working to achieve agreed elements of the overarching Transformation and Partnerships programme.

Cheshire and Merseyside ICB is a highly complex organisation serving a population of over 2.5 million people across nine Places (Boroughs including local Authorities), 17 NHS Provider organisations, 51 PCNs plus North West Ambulance service as well as third sector and voluntary organisations. Cheshire and Merseyside is the third largest ICS in the country, and in regard to scope of organisations the ICS is double the size of the next largest ICS.

Knowsley is one of Cheshire & Merseyside ICB places. Knowsley is well located between the two thriving cities of Liverpool and Manchester, fantastically connected and yet still beautifully green. However, like many areas in Cheshire and Merseyside, Knowsley faces challenges with deprivation and health inequalities.

Knowsley's population has grown year on year since 2011, with approximately 152,000 residents currently living across its 15 wards. During the last decade Knowsley has seen economic growth, but deprivation remains a significant challenge throughout the borough, with Knowsley ranked as having the second highest levels of deprivation nationally.

In response to these challenges, the Knowsley Better Together partnership developed the Knowsley 2030 Strategy, which is a long-term plan to address inequalities and support residents and communities to thrive alongside delivery its NHS core statutory duties.

  • The role supports the overarching system wide delivery programme leading the redesign of services in priority areas, improving outcomes for patients and delivering improved value for money and efficiencies.
  • The post holder will lead the development and delivery of agreed elements of the Transformation and Partnerships programme, reflecting the priorities agreed by the Place Director.
  • The post holder will work in an integrated way across the health and social care economy.
  • The post holder will support the Place Director in convincing the system wide governance of the importance of the initiative/ programme for which they are responsible.
  • The post holder will negotiate with and motivate on project delivery, focusing on outcomes and linking in with other initiatives and particularly approaches around population health management, personalisation and prevention.
  • The post holder will be expected to take a proactive role in sharing cross-organisational best practice across the system, reducing unwarranted variation.
  • The post holder will have exemplary communications skills and be required to deal appropriately with very sensitive information about performance and change.
  • The post holder will be responsible for making formal presentations to large groups.
  • The post holder will maximise clinical leadership in the development of local services via agreed system wide clinical programme leads and PCN clinical directors and others who may not be directly employed by the ICB.

  • The post holder may, from time to time be responsible for imparting unwelcome news to stakeholders e.g. where performance targets have not been met.
  • The post holder will provide line-management supervision, personal and professional support and development mentorship to colleagues within the team as agreed with lead commissioners.
  • The role will require the development of clinical policies, protocols and procedures to support the safe introduction of new skills and new practice.
  • The post holder will take a lead in the development of clinical policies, protocols and service specifications which support the implementation of redesigned clinical pathways and services.
  • The post holder will demonstrate an understanding of ICB principles and a capability to develop and lead work in accordance with such principles.
