Strategic Programme Manager (Adult Skills Fund) | Permanent

Are you passionate about shaping the future of adult skills in Lancashire? We are seeking a Strategic Programme Manager to join our team. In this pivotal role, you will drive the development and implementation of the Lancashire Combined County Authority's (LCCA) strategy for the devolution of the Adult Skills Budget. You will develop the strategy, policies, and processes to ensure successful implementation.

About the role:

The Strategic Programme Manager will lead on all aspects of the design and development of the Adult Skills programme, ensuring that the authority meets the Department for Education readiness conditions. Working with the three upper-tier local authorities in Lancashire, external providers, and employer networks, the post will effectively manage relationships, drive development, and oversee commissioning and procurement (working with legal and procurement teams).

Our ideal applicant will have:

  • Significant experience as a Senior Manager of large and complex change programmes.
  • Strong knowledge of project management approaches and methodologies (waterfall, agile, or hybrid).
  • Understanding of skills and employment policy and the sector, and the purpose of the Adult Skills Budget and its benefits to businesses and residents.
  • Significant experience in delivering presentations and facilitating workshops to co-design solutions with senior managers and external providers.
