Job Description

Location - Birmingham or London based.

Salary - Base salary London : £53,850 pa to c.£67,300 pa depending on skills and experience.Birmingham : £47,450 pa to c.£59,300 pa depending on skills and experience.

As a Programme Manaegr at HS2 you will be responsible for the programme management and successful delivery of land requirements for an Area within the Phase; to own the relationship and interface with the relevant Construction/Delivery team.

About the role:

  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.
  • Responsible for commercial management of HS2's land and property portfolio
  • Acting as a key contact with HS2's appointed property managing agents to ensure high quality estate management including monitoring through monthly reports and KPI's their performance on lettings, rent collection, maintenance, repair and disposals
  • Liaison with the Property Acquisition team to develop full awareness of the delivery programme to ensure timely issue of instructions to managing agents to undertake pre-completion inspections and the handover of properties into management on legal completion
  • Monitoring the day to day management of properties by the appointed agents including evaluation and instruction of repair and maintenance works and subsequent monitoring and budgeting of fees and expenses
  • Ensuring all land and buildings in the HS2 property portfolio comply with Health and Safety regulations and legislation and that the Company's Health and Safety policies and processes are fully implemented
  • Responsible for all property and management related information that is developed or influenced by the scope of work undertaken and ensuring complete and accurate data is recorded in Land and Property systems in an efficient and effective manner
  • Working with the Property Asset Management Lead and Land and Property's Finance representative in the preparation of financial reports and forecasts including monthly income and cost statements
  • Support senior members of the team on property management matters and deputising for the Senior Property Management Surveyor as required
  • Participate as necessary in consultation events to explain aspects of the compensation schemes to members of the public, stakeholders or interested groups
  • Adhere to HS2 Ltd's Health and Safety policies.

About You:

Skills:

  • Programme management skills including the ability to deliver complex and changing requirements
  • Ability to identify programme level delivery risks and work with groups of stakeholders to test the relationship between cost and programme in order to determine mitigation plans
  • Communication skills, including managing stakeholder relationships and the ability to adopt different styles with different stakeholders
  • Ability to present strategies and solutions through papers, reports and presentations
  • Able to recognise commercial risks and supply chain behaviours and determine appropriate strategies to maintain delivery
  • Analysis skills, particularly in relation to delivery programmes, cost and risk
  • Ability to assess financial risks, budgets and forecasts and set the direction for how to handle time/cost/quality issues
  • Ability to work effectively across teams and lead delivery through matrixed relationships
  • Innovative and critical thinking skills with relation to managing programme deliverables and competing priorities

Knowledge:

  • Knowledge of best practice project and programme management techniques

Type of experience:

  • Experience within a complex project / programme environment
  • Experience of managing complex and strategic stakeholder relationships
  • Experience of delivering accurate and relevant reporting
  • Experience of implementing analytical techniques to understand data
  • Experience of designing and managing KPIs
  • Experience of managing project teams
