At East Midlands Ambulance Service NHS Trust, we are committed to delivering excellent patient care and exploring opportunities for continuous service delivery improvements. To achieve this EMAS works in partnership with a small number of Private Ambulance suppliers (PAS) who supply Ambulances and staff to respond to emergency and urgent calls across the whole of the East Midlands. To support this ongoing partnership EMAS is looking to appoint a Private Provider Operations Manager and in this new role you will be the operational link between these organisations and EMAS to ensure the best care is provided for patients. Accountable to the Assistant Director of Operations but working with all operational areas and management teams.

Main duties of the job

The PPOM will act as a central point of contact for any operational issues related to the PAS resources and support local and Trust projects and initiatives.

You are expected to support the planning and delivery of the PAS provision to ensure it can meet the challenges of delivering emergency and other healthcare services for East Midlands Ambulance Service NHS Trust; enabling the Service to respond rapidly and effectively to changes in patient care, demands, working practices and other internal and external factors.

As the Private Provider Operations Manager, you will provide visible leadership, problem solving / decision making for all aspects of the Private Ambulance provision.

You will be working as part of a small central team but will plan your workload to ensure you can effectively liaise with staff and managers, both internal and external, across all the counties covered by EMAS. You will have the opportunity to shape the future direction of the private ambulance provision and be an active participant in local and Trust level meetings to improve the service for the benefit of our patients.

Job responsibilities

The Private Provider Operations Manager will be responsible for all aspect of the leadership of third-party Private Ambulance Service (PAS) provision to support operational performance and processes. This responsibility covers a range of responsibilities from tendering for new provision to onboarding and monitoring of current and future providers to ensure EMAS can evidence operational effectiveness, clinical safety and value for money of its private provision.

This includes ensure the delivery of all service KPIs and also supporting the Head of Quality Assurance in monitoring the operational governance of providers. This may include planned and unplanned site visits, staffing compliance, feedback in support of patient outcome targets and CQC required standards. In additional, this role you will also support the Trust transformational strategy and will be required to lead on key PAS aspects of the corporate operational strategy and efficiency improvement programme.

To do this you will develop and maintain strong links between the Private Providers of Ambulance conveying Services, Agencies and the Trust directorates, engaging with the clinical and managerial teams to support the new models of delivery and care for patients to ensure services are improved and income protected. These links will be utilised to create a culture of partnership working where the EMAS and PAS resources can work together to deliver effective and consistent patient care.

Additionally, the post holder will work with the providers to ensure that PAS staff working on behalf of EMAS adhere to Trust policy and procedure at all times, taking particular note of timely attendance, appearance, duty of care etc. also ensure compliance to all guidelines and ensure optimal utilisation of all resources.

The post holder will be expected to work flexibly across the geographical area of EMAS and will be required to travel between sites as part of their normal working day. This will include elements of home working, visiting EMAS sites and external locations. This will include PAS provider offices and crew location (including occasionally outside hospital locations). The post holder will predominantly work normal office hours but, the hours may be flexed to suit postholder. Also due to the nature of the operational delivery, they may be required to occasionally work flexibly through the 7-day period and outside normal office hours.
