We are seeking a dynamic and experienced Director to join our Government and Public Sector team within Infrastructure and Real Estate. The individual will have a specific focus on advising public sector clients on Public-Private Partnerships (PPPs) and infrastructure investment strategy, particularly across Defence, Health and Central Government departments. This senior role will require a proven leader who can originate and deliver complex commercial and financial advisory solutions, leveraging deep sector knowledge and networks to address the evolving challenges of PPP expiry, new partnership models, funding and financing, and major infrastructure investment decisions.

The successful candidate will have a track record of working with senior government stakeholders, a strong understanding of public sector governance and HM Treasury processes, and a passion for shaping the future of infrastructure delivery and partnership models across government. Particular focus areas will be:

PPP Expiry & Transition: Advising on end-of-term strategies for legacy PPP/PFI programmes, including commercial negotiations, asset strategy, and transition planning.

New PPP & Delivery Models: Designing and structuring next-generation PPP and partnership models aligned to government policy, fiscal constraints and sector-specific requirements.

Funding & Financing Strategy: Advising on funding and financing structures for major capital investments, including private capital solutions, affordability and value for money considerations.

Strategic Investment Support: Supporting business case development, option appraisal and investment prioritisation to enable informed infrastructure investment decisions.

Many of our engagements involve collaboration across Deloitte teams both in the UK and overseas to deliver multi-disciplinary solutions.

We are looking for people who are comfortable dealing with clients at the executive and senior management levels, many of whom may not be specialists in PPP or infrastructure finance. This will require someone who is an excellent communicator and able to summarise complex financial and commercial issues into clear, actionable advice. Example experience includes:

• Advising on PPP/PFI expiry, handback or contract restructuring

• Structuring new PPP or privately financed infrastructure models

• Developing funding and financing strategies for major capital investment programmes

• Leading commercial and financial input into Outline and Full Business Cases

• Supporting procurement, market engagement and financial close of infrastructure transactions

• Lead larger, complex engagements
• Provide advice and constructive challenge to senior management
• Guide delivery teams, especially during set-up with the definition of relevant frameworks and approach
• Bring practical examples of good practice from a cross sector of industries

Business Development

• Drive the identification of opportunities from a sector and client perspective
• Engage clients on specific external trends to drive client value
• Support the strategy, revenue, and capability management for the team
• Develop thought leadership and proposition to drive awareness and eminence

Team / Community Development

• Drive the development of the Deloitte Infrastructure & Real Estate communities
• Support the recruitment and development of capital projects professionals to meet the growth plan.

Essential Requirements:

• A professional qualification or equivalent related industry experience that shows understanding of infrastructure financing
• Proven delivery expertise and networks within Public Sector clients.
• Broad and deep experience of Infrastructure & Capital Projects across different sectors and covering the broad range of capabilities.
• Strong commercial acumen and market awareness.
• The ability to build strong, effective working relationships both internally and externally.
• Excellent oral and written communication skills; with an ability to present complex subjects in an engaging and simple manner.
• Good understanding of financial, business and asset drivers that relate to capital projects organisations.

Infrastructure and Real Estate

Our Infrastructure and Real Estate team supports both public and private sector clients on complex infrastructure, real estate, and capital projects. Typical engagements include urban regeneration, transport, energy and renewables, and occupier advisory to central government and large corporate companies.

Regulation and controls are standard practice in our industry and Deloitte is no exception. These controls provide important legal protection for both you and the firm. We are subject to a number of audit regulations, one of which requires that certain colleagues abide by specific personal independence constraints (e.g., in relation to any financial interests and employment relationships). This can mean that you and your "Immediate Family Members" are not permitted to hold certain financial interests (shares, funds, bonds etc.) with audit clients of the firm, and also prohibitions on certain employment relationships (e.g., you are not permitted to hold a secondary employment role with SEC audit clients of the firm whilst being employed by the firm).
