Pre-Construction Manager - Glasgow

About the role
Power T&D is entering a significant phase of growth, with a strong pipeline of major projects being developed through Early Contractor Involvement (ECI) and pre-construction phases.
As a Pre-Construction Manager, you'll be responsible for leading projects through these crucial early stages-from ECI and detailed design to mobilisation on site. You'll help ensure seamless progression through our Gated Lifecycle governance process, supporting the transition from business development to project delivery.
You will focus on driving successful outcomes in ECI and Stage One contracts, with a strong emphasis on governance, risk management, innovation, and collaboration. You'll work closely with key client Scottish Power Transmission and will be expected to engage across Power T&D and the wider Balfour Beatty Group to promote excellence and knowledge sharing.
- Location: Flexible; with project sites located across Glasgow, Fife, and South Edinburgh.
- Working Model: Hybrid; combining home, office, and site-based work depending on project needs.

What you'll be doing
- Act as the primary day-to-day contact for allocated pre-construction projects, working in partnership with the operational delivery lead.
- Lead and motivate the pre-construction/ECI team, coordinating activities from feasibility through design and scope development to delivery agreement.
- Define and communicate clear strategies and objectives for the pre-construction team.
- Develop robust proposals and submissions in collaboration with the proposals team.
- Support project win strategies and the transition from ECI to construction award.
- Ensure compliance with CDM 2015, particularly Principal Designer duties, in partnership with Design Leads.
- Oversee design development, manage consultant outputs, and ensure effective design coordination.
- Promote a culture of health and safety by design, focusing on early risk reduction and defect avoidance.
- Apply and uphold Balfour Beatty standards and foster best practice across teams.
- Facilitate collaboration across Power T&D, UKCS, and other business units to drive improvement.
- Produce clear monthly reporting and communicate key insights to stakeholders.
- Contribute to resource planning and workload forecasting for feasibility and pre-construction services.
- Champion innovation, digital tools (e.g., BIM Level 2, 3D design, CGI modelling), and modern methods of delivery.
- Lead lessons learned processes and embed continuous improvement across design and construction teams.
- Ensure projects are "fit to start" on site and support handover into the construction phase.
- Support the delivery of internal initiatives (e.g. MyC) and contribute to regional strategic goals.
- Mentor and develop junior team members, supporting skills growth in pre-construction disciplines.
- Collaborate with clients on estimating, planning, and regulatory submissions.

- Strong technical background in infrastructure, with expertise in civil and/or electrical engineering.
- A collaborative and proactive mindset, with a drive for continuous improvement and innovation.
- Experience in complex project environments and a passion for high-quality delivery.
