Job description
Full Time, Permanent

Bristol City Council's vision is to play a leading role in driving a city of hope and aspiration where everyone can share in its success. To achieve that vision, the council prioritises and delivers a number of programmes and projects each year that it must deliver to time, cost and quality.

We are seeking a Portfolio Manager to join our Portfolios, Programmes & Projects (PPP) Service management team to provide vision and leadership in relation to the day-to-day governance and management of our Capital Portfolio.

You will lead and inspire a Capital Portfolio Management Office (PMO) team consisting of a mixture of dedicated (hub) team members and individuals working out in PMO spokes (or satellite offices) across the organisations Capital Programme.

Providing coaching and mentoring to drive performance across these teams, you will lead the design of new PMO services in response to operational demand and then roll out and embed this practice.

It will be critical for this post holder to adopt an approach of continuous improvement, flexing and maturing in line with best practice, but also responsive to direct learning from our live capital delivery programmes and projects.

This role is also responsible for overseeing reporting across the Capital programmes and projects, ensuring that we - as a service - are providing valuable insights into delivery both for our own learning as well as supporting organisational decision making.

At times it will be necessary to challenge the status quo to drive more effective and new ways of working across the portfolio. Acting as a source of trusted advice and guidance of all core aspects of the capital programme/project lifecycles will be key, along with an ability to identify and stage interventions across the portfolio where required to ensure the integrity of the portfolio is maintained.
