A Commissioning Manager to join our Policy, Commissioning and Children's Health Team at Lancashire County Council.

We are transforming our Inclusion and SEND services here in Lancashire. As part of this initiative, we are expanding our workforce with passionate, skilled individuals who can help deliver the best possible support for children and young people with special educational needs and disabilities (SEND), as well as those in alternative provision, and their families.

We have a brilliant, hardworking, and dedicated team that supports children in Lancashire requiring additional assistance. Currently, in the UK, there are over 1.6 million school-aged children with identified SEN, with about 1.2 million receiving SEN support and 0.4 million with an EHCP. As the 4th largest county council in the UK, with 180,000 children within our communities, we have 11,500 with an EHCP.

We are looking for a Commissioning Manager to lead and manage the commissioning of services specifically for children and young people with SEND.

The successful candidate will ensure that high-quality, cost-effective services are delivered to meet the diverse needs of children and young people in Lancashire.

Using your skills in communication and engagement, you will support, motivate, and challenge to ensure the best possible outcomes for children and young people with SEND. You will be responsible for undertaking commissioning activities that support the vision and priorities of Lancashire County Council to meet the identified needs of the children and young people with SEND. You will also be responsible for monitoring and supporting commissioned SEND services to meet contract requirements with a focus on quality and performance.

Key Responsibilities:

  • Lead the commissioning of services for children and young people with SEND
  • Ensure the delivery of high-quality, cost-effective services.
  • To ensure resources are used effectively and efficiently to support the progress and development of children and young people up to age 25 with special educational needs.
  • To ensure sufficient provision so that children and young people receive the right support at the right time.
  • Support and embed a culture of co-production and partnership working.
  • Develop close working relationships with NHS partners, schools and other key stakeholders including the Lancashire Parent Carer Forum and children and young people's participation networks.
  • Ensure that children and young people with SEND are supported effectively.
  • Embed inclusive approaches across all services for children and young people.
