Job overview
An exciting opportunity has arisen with NELFT Estates Directorate for the appointment of a PFI Contract Manager band AFC 8a. The Trust has a range of both owned and leases properties across NEL, Essex & Kent. The property portfolio comprises of a mixed building stock of private financial initiative property, LIFT PFI property, NHSPS lease property and a range of directly leased and owned building stock.
The post would ideally suit a legal graduate with a background in PFI concessions and management. An important component of this post is the Trust's current portfolio will expiry in 6 years and there is a substantial body of work to be achieved by the PFI contractor in condition NHS B standard over the coming years.
The postholder will work in close liaison with the PFI company and develop strong working relationships with the clinical and nursing staff who occupy the PFI estate.
Systematic and regular performance management of the PFI is required in all of the Trust's PFI building are located in North East London. The Trust has other properties in Essex & Kent.
Main duties of the job
The post holder will achieve the role by:
- Provide comprehensive support to the Director of Estates in all aspects of the delivery of contract monitoring in relation to the PFI contracts and services, ensuring compliance with contract terms, specifications and Key Performance Indicators.
- Responsible for ensuring strategic planning of PFI contracts is in line with trust strategic direction managing across multiple contract areas and able to analyse and interpret PFI policy and legislation and apply in the management of PFI contracts.
- Work closely with the NHS PFI unit advisory body to ensure compliance of PFI contracts, reviews, schedules and ensure that the concession obligations of the PFI contracts are discharged monthly to provide an effective service and contractually agreed maintenance is completed in all PFI buildings.
- Responsible for ensuring monthly performance data is prepared and published on all PFI buildings in respect of concession requirements, service deductions and penalty points are applied.
- Communicate at all levels of the organisation including matrons, ward managers, directors and patient groups via regular reporting, email, face to face and formal presentations of monitoring outcomes.
- Chair Service Review groups when required and lead negotiations with contractors regarding contract mitigations and challenge damage reports.

Starting with NELFT
NELFT place great importance on new starters being properly welcomed and inducted into the Trust. All new starters will join the Trust on the first Monday of each month and undertake a comprehensive induction of up to two weeks, including mandatory training, systems training and the allocation of equipment. As part of the process new starters will have the opportunity to also meet the executive team, senior managers and attend a number of drop in sessions focussing in engagement, health and wellbeing and key processes. The induction will be held at our head office in Rainham, Essex.
Probationary Period
This post will be subject to a probationary period. Internal applicants are exempt from the probationary period (unless you are an internal applicant currently part way through a probationary period or currently a bank member of staff).
High Cost Area Supplement - Outer London
This post also attracts payment for High Cost Area Supplement of 15% of the basic salary (with a minimum of £4,714 to a maximum of £5,941 p.a. pro rata for part time).

- Educated to Masters level or experience gained through training & experience in property management or Law.
Experience

- Substantial experience in the delivery of Estates and Facilities Management services within the healthcare environment.
- Experience of working across organisational boundaries to improve standards.
- Experience of developing strategic planning recommendations for PFI contracts
- Experience of managing staff
- PFI Contract Management experience
Desirable criteria
- Previous relevant experience in an NHS, Local Authority or similar setting
Knowledge
Essential criteria
- Evidence of an understanding of contractual and commercial aspects of hard & soft Facilities services.
- Detailed and advanced knowledge of PFI legislation, policy and contracts
- Evidence of experience of undertaking audits and surveys in relation to contract monitoring, compliance with KPIs, Health & Safety and other compliance frameworks.
