Job Title: Payments, Accounts, Collection & Enforcement (PACE) Manager (Job Share 14.8 hours p.w.)
About us
We are seeking a dynamic and experienced individual to lead and oversee a range of income management, debt recovery, and accounts payable tasks within our PACE Team. Part of the council's Finance and Commercial Services, PACE is a team of 40 staff organised into three teams responsible for income management, debt collection, and accounts payable functions.
Together with your job share partner and three assistant managers, you will play a crucial role in delivering the team's objectives and ensuring the efficient and effective financial operations that support the council's strategic objectives and service delivery.
Key Responsibilities:
- Develop and implement strategies to improve financial operations and achieve departmental goals.
- Work closely with other departments and a range of external partners to ensure alignment with the council's strategic objectives.
- Monitor and report on the team's performance, providing insights and recommendations for improvement.
- Ensure compliance with relevant legislation, policies, and procedures.
- Provide leadership and support to assistant managers and staff, fostering a positive and productive work environment.
- Drive individual initiatives as part of a programme of continuous improvement, aiming to achieve efficiencies, elevate performance, and enhance customer satisfaction.
- Oversee the administration and testing of IT systems, upgrades, and interfaces used by the team.
Experience:
- Proven experience in a similar role within a large organisation.
- Strong leadership and management skills.
- Ability to develop and implement effective financial strategies and service improvements.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Knowledge and experience of relevant financial applications.
- Excellent IT skills and proficiency in the use of Microsoft Office.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
