To support the efficient and effective delivery of Open Spaces and Streetscene services across Belfast City Council through operational management, staff supervision, performance monitoring, and community engagement. This includes ensuring high standards of service quality, health and safety compliance, budget management, and customer-focused outcomes in parks, open spaces, and streetscene operations.

Your Duties:

  • Lead and supervise operational staff, including workload prioritisation, performance management, inductions, training, personal development plans, and adherence to HR policies (absence, disciplinary, grievance, and industrial relations).
  • Contribute to operational planning and management of Open Spaces and Streetscene functions, monitoring targets, resources (workforce, vehicles, plant, materials), and performance to achieve service objectives within budget.
  • Manage outdoor leisure facilities and sites, ensuring quality playing surfaces, building/equipment maintenance, administrative procedures, and high standards of customer service.
  • Ensure full compliance with health and safety legislation, undertake risk assessments, accident investigations, and maintain systematic quality/activity monitoring with accurate records and reports.
  • Oversee vehicle, plant, and driver compliance (Operator Licensing, tachographs, daily checks, fuel/mileage/defect records) and maintain high presentation standards for vehicles, equipment, and staff appearance/PPE.
  • Monitor and manage allocated budgets (including overtime), advise on vehicle/plant hire and procurement, and ensure resources are available to meet work programmes.
  • Develop, implement, and deliver management plans, area action plans, operational standards, quality accreditations, and council initiatives aligned with community priorities and customer needs.
  • Support enforcement actions (bye-law breaches, littering, fly-tipping), assist with waste removal, prepare statements/court attendance, and engage in public awareness/education campaigns.
  • Build and maintain effective partnerships with internal/external stakeholders (community groups, elected members, PSNI, trade unions, businesses, event teams), represent the department, and promote use of parks/open spaces.
  • Deputise for the Area Manager as required, assist with research/reporting (FOIs, complaints, performance data), participate in meetings/briefings, and undertake any other relevant duties commensurate with the role.

Your Profile:

  • Must have the right to work in the UK/Northern Ireland.
  • A full, current driving licence valid in Northern Ireland (or access to suitable transport as a reasonable adjustment for disabled applicants, subject to business needs assessment).

A relevant third-level qualification (e.g., in business studies, management, horticulture, social science, environmental studies, or equivalent) and at least one year's relevant experience in each of the three key areas below or at least two years' relevant experience in each area (demonstrated via personal examples on application):

  • Managing performance, including preparing business reports, operational plans, and performance information collation.
  • Direct management and motivation of an operational workforce, including programming workloads and priorities.
  • Interacting with the public, liaising with official agencies, and other council departments.
  • Strong skills in communication, partnership working, performance management, analysis/decision-making, team leadership, customer care, work planning/organisation, IT, and financial/resource management (assessed at interview).
  • For shortlisting, priority may be given to those with a relevant qualification and two years' experience in each area, or three years' experience in each area.

Additional Information:

  • Part time, Temporary.
  • 15 hours per week, Sunday and Monday nights 11pm to 7am.
  • Duncrue Industrial Estate, Belfast.
