An Operations Manager - Countywide Highways Structures to work within the Highways Operations and Design Service at Lancashire County Council

This is a dynamic, innovative team created from merging both the construction and design services to form Highways Operations and Design Service. We have demonstrated our capabilities to deliver both highway maintenance, structures maintenance and multi-million-pound highway infrastructure schemes. This includes County wide Structures maintenance schemes (these inclulude the Maintenance of The Councils stock of both Bridges and Retaining walls) This success has gained stakeholder confidence which has meant we are now the "Provider of Choice" for Highways Services in Lancashire. We're delighted that through an increase in funding and projects, we are now able to further invest and expand our team. Many positions have been filled due to our apprenticeships and in-house development schemes, however we are still seeking more talented individuals to join us with the drive, determination, and ambition to develop their career with Lancashire.

What we are looking for...

Managing Highways Operations - For this exciting opportunity, we are seeking a Highways Manager with a breadth of experience in managing the delivery of Operational Highway Structures Projects - you'll be a Highways Structures professional with the industry knowledge and operational experience needed to make this role a success -

You will;

  • Monitor, lead and motivate Operational Engineers and their Operational teams in delivering a wide range of Highways Structures Projects - you will have experience and be comfortable managing both Direct and Sub contract labour to ensure the delivery of a high performance service whilst producing high quality works for our customers
  • Operate with a high degee of autonomy
  • Be afforded the oporunity to work very closely with design teams influencing design choices to ensure that projects are the most practical and deliverable.
  • Be commercially and financially aware and be able to monitor costs and progress within very tight tollerances.

You will have experience in the delivery of highway projects and experience in dealing with 3rd party organisations such as District and Parish Councils, the Environment Agency, Highways England, Network Rail and The Canals and Rivers Trust - we'll need you to have the resilience required to deliver a fast moving and reactive service whilst proactively monitoring budgets and maximising resources effectively - your analytical approach will utilise data to inform our service delivery and improve performance by ensuring designs are both practical and economical - in addition, you'll have the confidence to deliver exceptional customer service whilst promoting this ethos across all of our teams - you'll overcome any emergencies by leading the team to ensure our Highways are safe for its users - finally we'll need someone to have the political awareness required to support our corporate responsibilities.
