An Operations Manager - Countywide Capital Projects to work within the Highways Operations and Design Service at Lancashire County Council

This is a dynamic and innovative team recently created following a merger of Highway Operations and Design Services to form Highways Operations and Design Service. We have proven our capabilities to deliver both highway maintenance and multi-million-pound highway infrastructure schemes. This includes a wide array of highway capital funded civil engineering schemes. Schemes are made up of various project types ranging from large multidisciplinary public realm improvement schemes, drainage improvements, footway resurfacing schemes and road safety improvement schemes. Our success at delivering these schemes has gained stakeholder confidence within LCC resulting in Highways Operations and Design now being the "Provider of Choice" for the delivery of highways projects throughout Lancashire. We are delighted that due to a commitment to funding for future years projects, we are able to invest and expand our team and are looking for talented individuals to join us, who have the drive, determination to help deliver some amazing and transformational schemes throughout Lancashire and to embrace the opportunities that Lancashire County Council can offer in further developing their career.

What we are looking for...

Managing Highways Operations - For this exciting opportunity, we are seeking a Highways Manager with a breadth of experience in managing the delivery of Operational Highway Projects - you'll be an experienced professional with the industry knowledge and operational experience needed to make this role a success -

You will

  • Monitor, lead and motivate Operational Engineers and their operational teams in delivering a wide range of highway related projects - have experience and be comfortable managing both direct and sub-contract labour ensuring delivery of a high-performance service, whilst maintaining excellent standards of quality for our clients and customers.
  • Operate with a high degree of autonomy
  • Be afforded the opportunity to work very closely with design teams influencing design choices to ensure that projects are the most practical, deliverable and within agreed costs.
  • Be commercially aware and be able to monitor costs and progress within very tight tolerances.
  • Able to lead and maintain outstanding levels of Health, Safety and Quality standards compliance.

You will have experience in the delivery of highway projects and confidence working with 3rd party organisations such as District and Parish Councils, the Environment Agency, National Highways, Network Rail and The Canals and Rivers Trust - you will need to have the resilience required to deliver a fast moving and reactive service, proactively monitoring budgets, maximising resource efficiency whilst maintaining excellent HSQ standards - your analytical approach will utilise data to inform our service delivery and improve performance by ensuring designs are both practical and economical - in addition, you'll have the confidence to deliver exceptional customer service whilst promoting this ethos across all of your teams - you will have the skills and abilities to overcome any emergencies by leading the team to ensure our Highways are safe for its users - finally we'll need someone to have the political awareness required to support our corporate responsibilities.
