As an Operations Development Manager with HS2 you will provide operations subject matter expertise to critical activities relating to the development and delivery of technical and operational systems and processes and delivery of the established end state Infrastructure Manager organisation.
About the role:
- Lead the cross-functional engagement related to the specialist operational context of the role with suppliers, project teams and other stakeholders, including Network Rail, West Coast Partnership Development
- Provide relevant operations subject matter expertise into the specification, development, delivery and procurement of technical and operational systems, including attendance at design reviews and Factory and User Acceptance Testing and collaboration with Ergonomics colleagues to undertake relevant HF assessments and activities
- Support the development and delivery of Trial Operations exercises
- As operations subject matter expert, set the criteria for the development of Trial Operations exercise delivery packs and desktop exercises. Undertake key lead roles to manage successful Trial Operations efficiently. Lead the development of post-Trial Operations management review and identify and implement mitigation plans
- Provide relevant operations subject matter expertise into the identification of requirements for instructional material and collaborate with the relevant operations team discipline (Operations Standards, Training etc.) to develop the required products
- Provide relevant operations subject matter expertise to hazard identification, risk assessments, hazard analysis and the development of rules, specifications and controls such that associated asset system risks are identified, monitored, mitigated and reviewed. Lead the analysis of how such risks may change in light of changes to requirements, operational changes, incidents and legislation
- Lead on identifying the competency requirements of Train Service Delivery function resource, including development of the Network Integrated Control Centre (NICC) operational model and role profiles for the end-state Network Integrated Control Centre roles
- Collaborate with internal and external stakeholders to provide relevant operations subject matter expertise into the development of recruitment, selection, training, mentoring, assessment and competence management material relating to the end-state Network Integrated Control Centre roles, including the delivery of safety-critical training and assessment ensuring both organisational and individual needs are met.
- Collaborate with industry partners such as Network Rail to ensure the systems and processes implemented support the operation of the end state railway
- Support benchmarking and learning from incidents, new technologies, processes and practices both from within the wider railway industry and from other industries and embed in all activities

Skills:
- Ability to motivate and lead others, including non-direct reports and supporting particularly those not reporting to the post holder including cross[1]functional collaboration, to establish reciprocal relationships and alliances across the organisation
- Ability to deploy share technical expertise and operational experience to influence outcomes
- Written and oral Effective communication skills, including presenting to panels and communicating effectively at all levels of the organisation
- Ability to apply business judgment to decision-making to ensure value for money, and operability, appropriately balancing operational benefit with risk and return
- Ability to work independently or as part of a team, structuring activities to deliver against individual and wider functional plans
Knowledge:
- Project lifecycle, including the specification, development, delivery, testing and bringing into use of railway infrastructure and systems.
- The functional structure of the UK rail networks and operational roles and responsibilities including incident response
- Railway operational standards, policies and procedures
- Technical functionality of railway operations sub-systems
- Level 3 and above or equivalent (or greater) qualification in training delivery and/or assessment or the ability to attain it
- Personal Track Safety (or equivalent competence) or the ability to attain it
Type of experience:
- Project Management, leading projects both in an individual capacity and as part of a wider programme delivery.
- Operational experience in a rail control centre, with experience of signalling, electrical control or tunnel ventilation control functions and incident management
- Delivery of major infrastructure projects, including bringing railway infrastructure into use
- Engagement, consultation and negotiation with internal and external stakeholders at all levels of seniority to deliver time critical materials.
