About the Role:

The role of Operational Resilience Manager centres around the need to ensure our business services are resilient against threats. As part of its wider business strategy and in line with FCA and PRA regulations, Liberty Specialty Markets has embarked on various internal initiatives to assess, improve and standardise our approach to managing the resilience of our organisation. Over the last 3 years, the Operational Resilience initiative (or project) has developed various controls within a larger framework to help us navigate our responses in the event of disruptions to our Important Business Services. The Operational Resilience Manager will be responsible for the ongoing implementation and management of the end-to-end operating model as a subject matter expert, providing oversight to various processes and stakeholders within the business.

Key Responsibilities:

Governance and reporting

  • Responsible for the maintaining and maturing of the organisation's Operational Resilience policy, framework and strategy across the organisation in line with regulatory and business expectations.
  • Development of annual resilience plans, making sure they remain fit for purpose.
  • Oversee the preparation of ongoing operational resilience MI and reporting into all relevant governance forums including Operational Risk committee, Risk Management Committee etc.
  • Lead on reporting of annual self-assessment to the LMAL Board.
  • Report, manage and where required, escalate identified resilience risks, communicating across the business domain teams, translating requirements into business language, and positively influencing outcomes.

Technical excellence

  • Drive the embedding of key Operational Resilience controls, engaging widely to ensure resilience consideration is integrated into Liberty's culture, day to day processes and decision making.
  • Provide direction on the production of the Operational Resilience Annual Review with the Important Business Service (IBS) owners.
  • Execute various types of internal (i.e. Physical Testing, Desktop testing) and market wide testing with IBS areas (and other relevant stakeholder groups), to test the ability of IBSs to remain within their set impact tolerances and identify vulnerabilities to be addressed.
  • Manage and track open operational resilience vulnerabilities, including chairing remediation working group.
  • Provide guidance to business and function stakeholders, from an Operational Resilience perspective, on the proposed designs of new or changing products, processes and IT services, providing feedback and challenge.
  • Acting as the Subject Matter Expert (SME), establishing strong relationships with business and functional leads.
  • Provide support for drafting Regulatory enquiries where required.
  • Represent LMAL Operational Resilience team in discussions and through regular interaction with external stakeholders to understand evolving regulation, industry insight and best practice, applying continuous improvement to the Groupwide approach where required.
  • Become the SME/ super user of Operational Resilience tool and provide ongoing support and training to the Business.
  • Ongoing impact assessment of BAU and change activities on operational resilience IBS'.

Collaboration

  • Ongoing relationship management with 3 rd party vendors to enlist their help with improving 3 rd party resilience.
  • Partner with second line stakeholders to drive the continued enhancement of the Operational Resilience BAU operating model and framework.
  • Collaborate with key internal stakeholders to incorporate operational resilience testing into existing groupwide testing such as BCP, IT Disaster Recovery etc.
  • Engage and collaborate with other key strategic objectives covering business continuity, DORA, Third Paty Supplier Management and other Operational Resilience risk reduction activities.
  • Promote market engagement through attending industry wide forums, i.e London Market Association to support ongoing benchmarking of our operational resilience with market developments.
  • Collaborate with the enterprise Operational Resilience process at Liberty Group level to ensure alignment and compliance.

Skills Required

  • A good understanding of Operational Resilience disciplines and regulatory expectations.
  • Operational Resilience practitioner with relevant 1LOD experience implementing and maturing strategies and frameworks, including applied knowledge of Operational Resilience global regulatory requirements e.g. PS21/3, DORA etc.
  • Demonstrated experience with delivering or managing regulatory initiatives. Familiarity with PRA/ CAA regulations would be beneficial.
  • Working knowledge of BCP, Disaster Recovery, Third-Party Risk (and ideally related to Operational Resilience).
  • Strong experience of business process improvement and strategy management.
  • Experience of resilience considerations and touch points across Technology, Third parties and Data.
  • Experience in managing governance and reporting requirements and cadence related activities.
  • Ability to build strong working relationships with and influencing at all levels of the Group to implement change.
  • Excellent stakeholder management and communication skills and ability to simplify and present complex ideas to gain understanding and commitment.
  • Excellent verbal and written communication skills, up to Board level.
  • Strong analytical problem-solving skills, with the ability to prioritise effectively.
  • Ability to operate effectively at all levels and provide guidance on all Operational Resilience matter.
  • Ability to pull together impact assessments, gap analysis and summary of findings in a succinct manner.
  • Good knowledge of risk management, operational risk and controls in financial services.
