This is an exciting opportunity to be involved in and to lead the mobilisation of these new homes, as part of a new model of provision developed through a strategic partnership between Barnardo's and Leicestershire County Council.
The Operational children's services manager role is pivotal in mobilising the Leicestershire Residentials on behalf of the local authority and as such you will be critical in ensuring the smooth delivery of our suite of services. You should be warm, outgoing, authentic, inspiring and passionate about the work you and the services you support deliver to ensure that the children and young people in our care are offered stable homes built on love.
This role is dynamic and multi-faceted in that you will be required to support a variety of residential services based in different parts of Leicester delivering on different specialisms. The current establishment of homes operational or in the process of being mobilised include the following:
- Contextual safeguarding home
- Family assessment home
- Emotional well-being homes
- Assessment home
- Overnight Short breaks home
- Hospital step down
The role will entail ensuring that the homes are operating in line with regulatory requirements and will therefore require close coordination with the Responsible Individual for each home. It will also involve coordinating job specific related training. Project managing the mobilising of the homes including overseeing the recruitment of staffing will also be an important requirement of this role.
In order to provide robust management oversight for the Residential homes we have developed an innovative model which will consist of four Children's Service managers working together to provide high quality safe care. The full team are currently in place and this role is related to the second operational CSM role that was initially put out as a Secondment.
- The Residential Children's Services Managers fulfil the Responsible Individual role and will be accountable for OFSTED registrations and inspection purposes.
- The Operational Children's Services Managers are responsible for the smooth day to day running of the homes alongside the registered managers for each home, quality assurance, budgets, training and development, contract performance management and stakeholder relationships.
Operational demands will require the ability to maintain a presence in the homes to support the registered managers to deal with what the homes require to offer the best possible services to children and young people. Our aspiration is to run Outstanding homes and as such a strong leadership and management presence will be critical.
Due to the residential nature of the services, there may be a requirement on occasions to work outside of normal hours to support the services including providing on call cover.
