Detailed job description and main responsibilities
The New Hospital TOM Programme Manager shall be responsible for providing planning, co-ordination and management support to the development and implementation of the Target Operating Model (TOM) including the work of its various delivery groups as well as liaising and supporting the digital & other workstreams as may be necessary. The postholder will lead the development and implementation of the underpinning processes, systems, tools and templates to facilitate the effective tracking and delivery of the TOM Workstream including leading the risk management and planning processes aligning this to the work and processes established by the New Hospital Project Office and H2.0 Model. It is expected that the role shall also provide active delivery support to the work of the TOM Workstream and the production of the deliverables required. The TOM Programme Manager shall also be responsible for ensuring alignment and co-ordination between all workstreams and workstream activities and deliverables with reference to the TOM.

Person specification
Essential
Essential criteria
- Degree in relevant discipline/ or demonstration of relevant transferrable knowledge and experience.
- Post graduate qualification to Masters level or equivalent experience.
- Foundation-level programme or project management qualification, e.g.P30, Prince 2 or MSP or demonstration of equivalent experience/relevant transferrable knowledge and skills.
- Knowledge and experience of designing and facilitating service improvement, transformation or capital projects/events to identify opportunities for redesign and sustainable improvement.
- Knowledge and experience of Programme and Project management including planning, risk management and benefits realisation.
- A good understanding of the dynamics of the NHS and the values of the UK Public Sector.
- Experience in driving change management processes and projects, facilitating stakeholder alignment, and ensuring successful mapping, development and implementation of TOMs across functional areas.
- Experience of delivering operational and policy related projects within a healthcare or construction environment
Desirable criteria
- Knowledge and an understanding of clinical and nonclinical hospital processes, hospital operations and clinical and non-clinical work flows.
- Knowledge and an understanding of Clinical Models of Care and Non-Clinical Delivery Models.
- Knowledge and an understanding of technical design processes and technical drawings.

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
