OVERVIEW

To assist the Network Integrity Manager with overall responsibility of the efficient performance and reliability of the Region's electrical distribution system.

The Network Manager is responsible for the safe, timely and cost-effective planning and completion of works associated with system faults, asset defect and all reactive works for a sub-regional area or a specific risk to the integrity and performance of the Region's electrical distribution system as identified by the Network integrity Manager.

The Network Manager will ensure the technical and delivery teams within their area of responsibility, safely deliver the optimum performance against agreed improvement measures such as Customer Interruptions, Customer Minutes Lost, and Customer Satisfaction.

The Network Manager will provide immediate advice to colleagues and make decisions to ensure the highest standards of customer service are provided on the system, during normal operating hours and outside of normal operating hours.

KEY ACCOUNTABILITIES

  • Responsible for helping to continuously deliver safe outcomes for the workforce, customers and the environment. Ensuring, without compromise, that all persons working on behalf of the role are appropriately informed, trained, authorised, instructed and supervised such to assist the continuous delivery of safe outcomes is key to the role. Leading by example to foster the positive client Distribution culture and standards for Safety, Health and Environment (SHE) is a core requirement and expectation of the role. Communicating effectively with the workforce, peers and stakeholders to help ensure continuous learning and SHE performance improvement, and regular promotion of the client license is fundamental.
  • Responsible for effective high voltage system fault management for a sub-regional area or a specific risk area (e.g. real-time faults, defect management, etc). Ensuring that power is safely restored to customers as soon as possible and within agreed target times, and the system is returned to normal as soon as reasonably practicable.
  • Support the Network Integrity Manager with the provision of technical help and support on low voltage system faults and ensure the right thing is done at all times in regard to system integrity, safety, affordability and customer service without compromise.
  • Demonstrate continuous improvement in system performance through the identification and prioritisation of schemes to deliver sustained CI and CML performance. Implement measures required to ensure that standards are maintained and gaps identified are managed on a quick basis, putting systems and action plans in place.
  • Support the Network Integrity Manager with the rectification of all system asset defects in the region, through analysis of the electrical distribution system to ascertain where interventions are required and then proactively manage ownership and rectification of defects, ensuring that defects are managed effectively with no/ low rolling backlog and each defect has an owner and funding is secured.
  • Carry out system investigations where necessary to ensure the appropriate mitigations are completed, learning is adopted and actions are taken to ensure the integrity of the electrical distribution system in the region.
  • Responsible for ensuring the management of areas such as absence, TOIL, holidays and capability for staff within line of management. Ensure the accuracy of data relating to work completed by employees and contract partners under your management including worksheets and similar records are completed on time and with accuracy.
  • Lead your team on managing and improving the safety performance of the employees and contract partner resources through staff engagement, regular communications, safety investigations and learning reviews.
  • Support the Network Integrity Manager in minimising the Guaranteed Standard failures within the region covering but not limited to 12-hour failures, street lighting and smart metering defects.
  • Ensure you have a team that makes commercially sound decisions, delivering a cost-effective function that is wholly compliant with the regulatory framework. Effective implementation of business processes to make best use of available resources and encourage a culture to drive cost efficiency and future value through effective management of the business area that this role is responsible for, with the aim to identify/ implement cost saving initiatives.
  • Lead and drive team productivity by ensuring staff know their numbers so that productivity targets are achieved. If any targets are missed, ascertain why and seek corrective action, sharing learning with colleagues to create a culture of continuous improvement
  • Highlight and follow through all quality issues the team have encountered or created; including anything causing delays or preventing delivering right first time, every time. Personally, resolving these issues or escalating if required.
  • Responsible for managing the training portfolio of all staff within your team to ensure all staff are fully compliant and authorised to carry out assigned work and that contract partners you utilise are competent and appropriately accredited.
  • Develop, coach, motivate and empower all staff (and third-party contractors) in line with the leadership blueprint to deliver and perform to their full potential within a positive but challenging environment which encourages people to succeed and excel.
  • Work collaboratively with regional Leadership colleagues to share the responsibility to monitor, prepare and respond to emergency events including severe weather as required and ensure that all team members are similarly available to respond as appropriate to their role and as defined by their contract, ensuring all staff are equipped, available and briefed on their role during the event to allow for the timely and efficient restoration of customer supplies.
  • Standby and Storm Cover - undertake individual standby responsibilities and ensure team members are upholding their standby duties. Act as a leader during emergency events including severe weather and employment contract requirements.

ESSENTIAL / TECHNICAL SKILLS

  • Good people management skills and experience of leading and motivating teams in a target driven environment
  • Ability and knowledge to engage on safety at all levels and instil a high performing culture
  • Sound business and technical knowledge of electricity distribution or similar market sector
  • Degree, HND, HNC in Electrical Engineering or equivalent qualification or gained equivalent experience
  • Operational authorisation - full SAP for work and testing on 6.6kV and 11kV, Overhead and Underground secondary system circuits and substations; and 22kV and 33kV, Overhead and Underground secondary system circuits (i.e. issue of Permit to Work, issue Sanction for Test, etc)
  • Sound knowledge and experienced application of client Safe Management of Work Procedure, inc. CDM 2015 requirements
  • Experience of effectively managing third party supplier performance
  • Awareness of key stakeholders and customers for electricity distribution and experience of successfully operating in a customer-driven environment to understand and meet customer/ stakeholder needs
  • Good commercial and financial awareness to support making commercially sound decisions, delivering a cost-effective function that is wholly compliant with the regulatory framework
  • IT skills to effectively analyse performance data and deliver formal presentations

BUSINESS KNOWLEDGE

  • Knowledge and understanding of the UK regulated environment, particularly licence obligations and price control targets for electricity distribution
  • Understanding of the Networks business and wider client group
  • Commercial understanding of value drivers for delivery of operational services, and how to deliver efficiently and effectively
  • Experience of managing teams, projects and programmes either through direct employee workforce and/or third-party contractors
  • Understanding of key business metrics and how to use these to drive a culture based on performance and continuous improvement
  • Understanding of key financial metrics and how they are calculated in relation to the Distribution business
