Job summary

The Estates Department at University Hospitals Plymouth NHS Trust is looking to recruit a suitably qualified and experienced Mechanical Services Manager to work as part of the engineering team delivering a diverse range of mechanical services, projects, compliance and assurance for the organisation.

This is an excellent opportunity to work as part of the Estates engineering team, delivering positive improvements to the Healthcare Estate and providing a safe and compliant environment for patients, staff and visitors. The post holder will be responsible for a small team including a support manager and mechanical clerk of works.

Applicants must have experience of working in a busy environment; be suitably qualified and self-motivated with excellent communication skills.

Applicants will also be required to demonstrate successful delivery within a mechanical maintenance/contracting environment and provide evidence of project management with successful outcomes. Previous healthcare experience is preferred but not essential.

Ability to travel between sites is essential and there will be a requirement to take part in a Management on-call rota.

Main duties of the job

To manage the provision of Mechanical Engineering Services, ensuring that these are safe and available for their intended use and that the Trust complies with its statutory obligations.

  1. Manage, monitor and co-ordinate all mechanical engineering services, systems, complex faults, and work activities ensuring that they are undertaken in accordance with relevant current legislation.
  2. Advise the Head of Estates on all aspects of mechanical services and the efficient use of energy and water resources ensuring compliance with NHS guidance, health and safety standards, statutory compliance, codes of practice and regulations, and that activities are carried out in the most cost effective and efficient way, either through DEL or external contract.
  3. Monitor and review the mechanical engineering services planned preventative maintenance system (PPM), to ensure that the services are delivered in the most cost effective way.
  4. Management of Contractors and specialist service contracts in connection with mechanical services, systems and equipment.
  5. Manage, control, co-ordinate and monitor the following specialist services through direct labour or contractPiped medical gas systemsBoiler plantStatutory engineering insurance examinationsPressure systemsLiftsVentilation / LEV systemsAir conditioning, refrigeration and comfort cooling systemsHeating systemsHot and cold water systems
  6. Manage, develop, co-ordinate and maintain documentation, registers and logbooks for all complex mechanical engineering maintenance includingStatutory engineering insurance examinationsPressure systemsLiftsVentilation / LEV systemsAir conditioning and comfort cooling systemsHeating systemsHot and cold water systemsTo act as a Nominated Person for a number of the following:
  1. Act as Nominated Person for the Trusts highly complex water systems as defined in the NHS Estates HTM 04-01 The Control of Legionella, Hygiene, Safe hot water, cold water and drinking water systems
  2. Act as Deputy Responsible Person for Legionella as defined in HSE The Control of Legionella Bacteria in water systems (L8) Approved Code of Practice & Guidance
  3. Act as Authorised Person for the Trusts complex Medical Gas Pipeline System as defined in NHS Estates HTM 02-01 Medical Gas Pipeline Systems (MGPS)
  4. Act as Authorised Person for the Trusts complex Ventilation Systems as defined in NHS Estates HTM 03-01 Specialist Ventilation for Healthcare Premises
  5. Act as Responsible Person for the Trusts complex Pressure Systems as defined in NHS Estates HGN and in accordance with The Pressure Systems and Transportable Gas Containers Regulations and the Pressure Systems Safety Regulations. 8. Provide professional / technical advice and best practice guidance to hospital ward and department staff for engineering systems and equipment.9. Day to day staff management of the Mechanical Clerk of Works and Mechanical Support Manager in accordance with Trust Policy.10.Manage and apply safe systems of work including -
  • Identification and responsibility for own obligations for health, safety and welfare issues.
  • Ensure that systems satisfy health and safety and welfare requirements.
  • Develop and implement appropriate hazard identification and risk management systems.
  • Develop and implement policies and guideline for mechanical engineering services.
  • Manage evaluate and improve these systems.11. Carry out condition surveys on the Trusts mechanical engineering systems including the monitoring and recording of system load profiles at regular intervals and provide reports for plant replacement programmes.12. Carry out mechanical engineering services design for small, delegated capital or estates backlog schemes including feasibility studies, budget costs, option appraisals, pre- tender estimates, preparation of specifications, schedules of work, sketch plans and working drawings in compliance with Trust Standing Orders, Instructions, Policies and Procedures.13. Project manage delegated minor capital and estates backlog schemes ensuring projects are delivered on time within budget and to the necessary quality standards. 14. Provide technical direction and brief external Consultants and Planning Managers in connection with capital schemes to ensure that energy efficient measures are included in designs, in compliance with standards, integrity of existing systems is not compromised and compatibility maintained with existing engineering infrastructure15. Act as estates nominated representative for minor capital or improvement schemes project managed by others16. Participate in the Trusts Health and Safety Committee

  • Support any changes needed in response to recommendations on changes to service delivery made by internal and external bodies including audit etc.

Human Resources

  • Be an effective member of the Directorate and an effective team member within the organisation.
  • Support the delivery of change across the directorate by supporting innovation, flexible working and staff involvement, through effective communication, team briefing and liaison and building of relationships with staff at all levels.
