Person specification

Education/Qualification

Essential criteria

  • A postgraduate degree in Supply Chain Management or Business Administration (supply chain and Procurement focus) or equivalent
  • Specialist knowledge over more than one discipline / function acquired over a significant period
  • Evidence of CPD

Desirable criteria

  • Member of the Chartered Institute of Purchasing and Supply or Institute of Logistics & Transport
  • Lean six sigma green belt or equivalent

Experience

Essential criteria

  • Significant Senior Management experience, leading Materials Management teams at a strategic level
  • Significant experience of realising benefits from automation or RPA projects
  • Experience of complex change management
  • Specific and demonstrable leadership experience of sourcing as required for the role, including evidence of significant savings delivered
  • Experience of leading and being accountable for development of business plans, strategies
  • Experience of having responsibility for budget setting and management
  • Significant experience in line management of large teams and major activity areas
  • Experience in imparting unwelcome news, e.g. where performance targets have not been met, job losses, redundancy investigations

Desirable criteria

  • NHS Procurement experience
  • Experience of significant organisational transformation programmes
  • Experience in making a major contribution to corporate policies and strategy
  • Experience of developing performance management reports; and accountability/responsibility of performance management
  • Experience in being accountable for a major area of activity with autonomy to act independently, interpret National Health Service policy and strategy, and to set goals and standards for others

Skills and Knowledge

Essential criteria

  • Acts as a strong leader and is respected by executives of stakeholder organisations
  • Subject matter expertise in Sourcing, Buyer Management and Supply chain management, and the ability to express that expertise to a range of stakeholders
  • Constructs and communicates complex messages to stakeholders with impact
  • Ability to process highly complex facts or situations requiring analysis, interpretation, comparison of a range of options
  • Thorough knowledge of Public Procurement Regulations and Public Contracts Regulations
  • Engages and operates effectively at a senior level
  • Evidence of developing complex strategies, business plans and programmes
  • Evidence of developing effective teams, including virtual teams
  • Evidence of providing and receiving highly complex, highly sensitive or highly contentious information where there have been significant barriers to acceptance which needed to be overcome

Desirable criteria

  • Knowledge and awareness of NHS or wider healthcare sector operating models and policy developments would be advantageous, although not essential.

Other

Essential criteria

  • Financially aware and comfortable undertaking complex financial analysis, including development of complex business cases
  • Confident in the use of appropriate IT toolsets, including keyboard skills, use of IT equipment and systems
  • Ability to have intense and frequent concentration
  • Willingness for frequent travel, using road transportation; requirement to use VDU equipment more or less continuously on most days

Desirable criteria

  • Maintains a wide network of contacts in commercial and public sector
  • Experience in undertaking complex surveys relating to service improvements or performance management
