Detailed job description and main responsibilities

The Managing Director will be responsible for delivering the work of the Provider Collaborative, building on the work to transform how health and care services are delivered to our communities, improving the health and wellbeing of our population and managing within our financial allocation.
You will operate effectively across the Trusts and the wider system to enable effective and efficient partnership working to deliver the agreed collaborative programmes of work.

You will lead the L&SC PC to deliver on its vision and successfully implement the next stage of its development and will be a member of the Provider Collaboration Board, System Recovery and Transformation Group and aligned committees and may also be required to attend the Executive Team meetings of each Trust as required.

You will be expected to establish effective working relationships with a wide range of senior clinical and managerial staff across the System.
Working with the Provider CEOs, the Managing Director will be responsible for:

  • Leading and managing the provider Collaborative infrastructure, governance arrangements and secretariat, including the operation of an effective programme management function.
  • Working alongside ICB Executive lead for recovery and transformation to ensure PCB workstreams and cross-partner programmes are delivering effectively.
  • Intelligence gathering, analysis and formulation of materials, including joint policy development, tactical planning and strategic development.
  • Working across a wide and diverse stakeholder group to build commitment to a shared vision for the Provider Collaborative and aligned areas of focus and ensuring the contribution of the Provider Collaborative within ICB plans for Lancashire and South Cumbria.
  • Working with key stakeholders across the system to establish and evolve mechanisms to support the development and delivery of Provider Collaborative functions and objectives. Using skills of diplomacy, tact and performance management to foster
    collaboration and enhanced system working.
  • Strategic oversight and leadership of all collaborative priorities and workstreams; working with the CEOs on the development of the Provider Collaborative whilst operating in a complex, dynamic and emerging environment
  • Championing the principles of equity and social justice ensuring that they underpin the work of the Provider Collaborative

Person specification

Qualifications and Education

Essential criteria

  • Educated to Masters level or equivalent level of experience
  • Continuous professional and management development.
  • Executive Director level experience in a Provider Trust

Desirable criteria

  • Management / MBA qualification (desirable).

Knowledge and Experience

Essential criteria

  • NHS policy agenda including ongoing development of Integrated Care Systems, Integrated Care Boards, Provider Collaboratives, and place-based partnerships
  • Extensive understanding of the healthcare landscape and political drivers.
  • Track record of achievement working at senior level in a complex health service environment with experience of building personal and professional credibility with Board, management and clinical teams and staff.
  • Significant delivery experience, working closely with clinicians to drive improvement in care pathways and the ways in which care is delivered.
  • Experience as change leader, manging complex programmes and developing innovative approaches to service delivery
  • Experience of developing effective strategies to embed service vision with an ability to turn strategic initiatives into service delivery
  • Experience of budget and staff management
  • Evidence of developing effective working relationships across organisational boundaries for the benefit of patients
  • Personal and professional credibility across provider executives
  • Collaborative stakeholder working including linking across mental health, Local Authorities and key partners
  • Experience in developing business cases and managing service improvement projects to time and budget
  • Evidence of both personally role modelling the required behaviours and holding others to account for doing so

Disclosure and Barring Service checks
