Location - Birmingham

Salary - Base salary: £32,600 pa to c.£40,750 pa depending on skills and experience. In addition, we offer flexible benefits fund of 15% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website

As a Land Referencing Manager at HS2 you will manage day to day land referencing activities to support both the preparation and passage of the Hybrid Bill and Additional Provisions processes; and be able to support the exercising of powers of entry and compulsory purchase post Royal Assent. Manage delivery and assurance of services to ensure compliance with Standing Orders, Compulsory Purchase legislation, Bill powers, programme and budget.

About the role:

  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.
  • Coordinate contractors in delivering the referencing components of the Hybrid Bill (Book of Reference, land parcels, Housing Statement and Notices) in accordance with the HB programme and Parliamentary Standing Orders;
  • Undertake the assurance role in reviewing and assuring the contractor deliverables;
  • Act as the interface between the Engineering Design, Environmental and Land Referencing disciplines and the Bill Team to ensure processes are adhered to, and to ensure accuracy and consistency of scheme limits and land parcels;
  • Assure quality of electronic referencing data prior to its deployment through the Land Referencing Database;
  • Post-Royal Assent, maintain the referencing database of owners and occupiers;
  • Post-Royal Assent, maintain the referencing activities to ensure all qualifying interests are referenced prior to service of compulsory purchase notices ensuring consistency and compliance of processes.
  • As part of the Land Assembly Team, respond to enquiries from within HS2 and from external stakeholders on access and land ownership matters in a timely manner;

About You:

Skills

  • Data management skills, including land referencing and title analysis, and assurance;
  • Communication skills, to coordinate groups of stakeholders to agree requirements
  • An ability to analyse and manipulate complex spatial data within a Geographical Information System and digital mapping environment;
  • Programme management skills, to ensure deliverables are provided within time, cost and quality criteria.

Knowledge:

  • Knowledge of land referencing processes (Hybrid Bills, Transport & Works Act Orders) and Parliamentary Standing Orders;
  • Knowledge of data (including spatial data) management;
  • Understanding of compulsory purchase powers including relevant statutes and established practices

Type of experience:

  • Experience of land referencing and land ownership for Hybrid Bills and Additional Provisions;
  • Experience of compiling and analysing data using Excel (or equivalent), GIS and database reporting tools;
  • Experience of operating within a project/programme environment;
  • Managing external suppliers including setting clear deliverables and KPIs
  • Developing effective relationships and delivering complex projects to challenging timescales.
