Job overview

Since going live with the Cerner PAS in Apr 2014, the Trust has embarked on a journey to digitise clinical records. Excellent progress has been made and the Cerner EPR is now in use across the organisation by all clinical services. Following the success of this project, the Chelsea and Westminster, Imperial, London Northwest and Hillindgon Trust Boards have decided to share the same instance of Cerner. The NHS England's Global Digital Exemplar (GDE) programme provided access to funding and enabled the Trusts to progress their digital strategy far more rapidly than before. As a result of a successful partnership, all 4 Trusts are now running a join clinical systems programme to maximise on the opportunities that comes with sharing the same Cerner EPR domains.

The clinical systems programme at Imperial College Healthcare NHS Trust, Chelsea & Westminster NHS Foundation Trust, London Northwest University Healthcare NHS Trust and Hillingdon Hospitals NHS Foundation Trust will focus on a series of projects to improve care across the patient pathways in the outpatients, inpatient elective, inpatient non-elective and emergency settings.

The role of the IT Systems Programme Manager will be to ensure the development and implementation of the clinical systems programme and digital strategy, to lead the identification of a portfolio of projects to realise the strategy and to oversee the development of detailed project briefs and PIDs and their subsequent initiation and completion.

Main duties of the job

  • Responsible for progressing the Clinical Systems Programme and strategy for the ICT.
  • As IT Systems Programme Manager, ensure that all projects are delivered on time, to budget and meet the quality criteria required to achieve the identified Trust benefits, including cost reduction and avoidance, simplified, streamlined work processes, improved user experience and improved efficiencies for the Trust.
  • Responsible for developing and tracking a portfolio of projects to realise the strategy and activating those projects, providing regular status reports to the Head of PMO and to the Steering Groups.
  • Responsible for leading and delivering some corporate projects from initial inception through to delivery and Trust-wide rollout, engaging all parties across the Trust, and external bodies, as required to ensure the projects' objectives are realised.
  • Build strong working relationships across the Trust, allowing the identification of opportunities and promotion of solutions to be provided by the ICT Directorate, influencing and effecting change at the Executive, Clinical and Administrative levels.

Education/ Qualifications

Essential criteria

  • Educated to Masters level or equivalent.
  • Specialist project and programme management qualifications (e.g. MSP, Prince 2 accredited or equivalent), complemented by evidence of practical application.
  • Specialist qualification in structured systems and business analysis.

Desirable criteria

  • Ongoing professional development in programme and project management.

Experience and knowledge

Essential criteria

  • Track record of delivering programmes to time and budget, through the use of multi-disciplinary teams.
  • Experience in Systems Strategy Development across multiple departments/functions with large organisations.
  • Good general understanding of technology and potential project issues arising from the use of different technology platforms in use across the Trust.

Skills/ Abilities

Essential criteria

  • Highly developed knowledge of structured programme, portfolio and project management methodologies, gained through both formal training and practical experience.
  • Able to use programme and project planning tools (e.g. MS Project, Primavera, Artemis, and PMW) effectively, with an in-depth understanding of their capabilities.
  • Highly developed organisational and planning skills, with the ability to coordinate several workstreams across different functions.

Communication Skills

Essential criteria

  • Able to receive and understand complex and often conflicting information in initiating projects.
  • Able to articulate complex project or technical (IT) issues simply to any involved parties.
  • Excellent ability to communicate verbally and in writing to audiences at all levels. Comfortable in presenting complex ideas to large mixed audiences, with the ability to effectively present to a live audience of 200 or more.
  • Able to communicate project progress/issues to all levels of the Trust, both verbally and in written reports, as well as to external third parties.
