Location: Farnborough - The main location for this role is Farnborough with occasional travel to other sites. This is a hybrid role with time in office expected to be 3 days per week.

Role Overview:

We have an opportunity for a Delivery Area Programme Manager to lead the change programme for a complex IT cloud migration programme to deliver and support Critical National Infrastructure.

We are looking for an individual who will own the whole delivery portfolio including new, current, and future programme pipelines of work.

This role is to deliver change within the respective system area, profitably, to plan, managing risk (technical, programmatic, commercial, and financial) coherently and transitioning change to service in an efficient and comprehensive manner.

What will the role encompass'

Programme, Portfolio and Project Management:

  • Management of multiple programmes, portfolios, projects and services within complex and technically challenging environments and customers.
  • Risk, dependency, issue and assumptions management within the change programme area and escalation to the programme RAID.
  • Creation and maintenance of Change Programme Plan and change plans along with schedules, build logic and environment and capacity plans.
  • Ensuring compliance with all relevant programme and company policies. Provide all relevant reporting to support programme level reporting requirements.

Technical Management and Delivery:

  • Implementation of Systems Engineering approaches and ensuring technical compliance.
  • Working with the programme Enterprise Architect and Chief Engineer to ensure technical governance and compliance with contract and company policy.

Full Lifecycle Management:

  • Cradle to grave management of future and prospective customer requirements, shaping of new work, proposal and solution generation, mobilisation of new business, management of on contract deliveries, change to existing work and exit management within the change programme area.
  • Migration of change to live service in a cohesive and efficient manner whilst supporting overall programme risk reduction and opportunity management.

Resource Management:

  • Creation and management of the Delivery Area people plan, recruitment and workforce shaping, developing high performing teams, rapid mobilisation of teams and supplier workforce.
  • Resolving single points of failure implementing knowledge transfer and growing subject matter expertise.
  • Designing and implementing a line management structure to ensure efficient and effective leadership of the change programme area staff.
  • Wider resource sharing and prioritisation taking into account the programme priorities and risks.
  • Working with the programme capacity PM to shape and pipeline all capacity initiatives.
  • Provide requirements and operate to programme reward and retention initiatives to retain and reward programme staff.

Security Management:

  • Ensuring the programme security aspects letter is implemented within the change programme area, reporting of breeches and managing security risks (technical, people and process). Ensuring Security vulnerability and obsolescence risk management is undertaken to meet contractual and business needs.
  • Working with the programme Security Manager to undertake holistic programme security risk management and supporting the contract security working group (SWG) obligations. Supporting ISO27001 accreditation.

Change Management & Continual Improvement:

  • Initiating and driving change, tailoring business tools, process and cost efficiencies according to evolving needs of the programme. Operating to the programme change process and obtaining programme and business approvals for change and new business.
  • Ensuring the programme change manager is provided with all relevant reporting and status information to plan, schedule, analyse and report on all change activities.

Setting Strategic Vision and Objectives:

  • Creating and executing the Delivery Area business strategy in-line with the Programme Business Strategy and aligned to the financial commitments within the Annual Operating Plan (AOP). Creating and maintaining a Change area road map (pipeline plan) to include cross area RAID and cross programme.
  • Supporting the creation of the programme AOP to meet the agreed strategy and pursue business to meet growth targets.

Financial Management:

  • Meeting the change programme area financial targets (and budgets), cash flow planning, project and programme estimation, expense management, creation of proposals, undertaking risk estimation and planning, financial reporting and ensuring EACs are created, maintained and accurate including accurate time recording of staff.
  • Supporting the programme AOP, working with the finance manager to ensure good timekeeping and fast corrections of incorrect time booking.

Commercial Management:

  • Ensuring commercial and contractual cover for all work within the change programme area
  • Working with commercial, finance, programme compliance and programme leadership to operate within governance and corporate policy, contractual obligations and best practice.

Supply Chain Management:

  • Designing and implementing supply chain strategies to meet the change area targets and wider programme AOP. Management, provision and control of Supply Chain resources.
  • Working with the programme Capacity PM to shape and pipeline supplier initiatives.

Supply Chain Stakeholder Engagement and Customer relationship Management:

  • Accountable for managing Change Programme area stakeholders and ensuring Customer Relationship management is undertaken to meet business objectives and ensure contractual compliance along with maintaining Leidos reputation and future opportunities.
  • Supporting the Programme Director and other programme leadership team members and wider business leaders in the maintenance and development of customer relationships and stakeholder engagement both internal to Leidos and external within the direct and wider customer environments

Facilities Management and Working Environments:

  • Providing the Programme Director and PMO with the facilities requirements of the Change programme area in line with its pipeline and contractual requirements. Ensuring all hires align to the change programme area facility conditions and contractual requirements.
  • Working with the PMO and Programme Director to manage facility allocations to maximise efficiency and meet wider programme priorities.

What does Leidos need from me'

We are looking for an individual who has worked within defence, central Government, policing or similar environment and specifically have proven experience of delivering a technical solution. An individual who has delivered within software applications, cloud migration, complex obsolescence or turnkey solution development projects would suit this role.

  • Project, Programme and Portfolio Management (P3M) experience having delivered projects ranging in financial size of over £10 million pounds per annum and having managed teams of 50FTE plus within Classified Environments demonstrating high levels of technical and security complexity.
  • To have held the responsibility for hiring and mobilising teams within portfolios along with line management and supplier management.
  • To have a Systems Engineer background having a proven track record of Leadership with a good understanding of technical resource management.
  • To have a proven track record of commercial acumen and/or commercial management, supply chain programme management or have been a manager within a Small to Medium Enterprise or have run your own company.

The successful applicant will be able to show leadership within 3 of the following Business Lifecycle phases within the following areas:

  • New Business Shaping
  • Business Capture and winning new business
  • Contract Mobilisation
  • Contract execution and On-contract Growth
  • Contract Exit

We are looking for someone with a Bachelor's Degree or higher, or relevant experience and either be a Chartered Programme Manager or hold 2 of the following certifications:

  • Prince2 Practitioner
  • MSP
  • APMP Practitioner or higher
  • Agile PM
  • DSDM
  • ITIL V3 or higher

Clearance Requirements:
Candidates need to be able to hold and maintain full UK Security Clearance
