Detailed job description and main responsibilities
Leadership & strategic:
- To act as the designated specialist for server and data storage infrastructure both on premises and within cloud environments.
- Responsibility for a portfolio of circa £5m of data and server infrastructure within the Trusts datacentres.
- To be accountable for the line management of the Trusts Digital Infrastructure Solutions Teams, ensuring that multi-disciplinary staff are supported and developed.
- Working alongside the Head of Technical Services, the Head of Digital Strategy, and the wider Directorate Management Team, acting as the expert on matters of server and data infrastructure, operating systems, and application platforms in-line with the Trusts Digital Strategy.
- Define and recommend technologies, infrastructure, and systems to support the Trusts Digital Strategy.
- Develop action plans and road maps to address key deliverables, and to produce the investment cases to obtain the necessary funding to implement these action plans.
- To represent the Trust within the local ICS on matters of server and data infrastructure operations and strategy.
- To be a key member of the Digital Services Operational Committee and provide expert assurance on best practice to audits and the Data Security Protection Toolkit (DSPT).
- To be a tactical advisor to the Gold or Silver Commander in any IT incident.
- To deputise for the Head of Technical Services as required.
Operational:
1. Be the Trust's expert lead in providing knowledge and advice on server and data infrastructure, both physical and virtual, on premises and in the cloud. This will include Microsoft Windows Servers, including Active Directory and associated services, Linux Servers, and enterprise-class, replicated data storage platforms.
2. To be responsible for managing the Digital Services Infrastructure Solutions Teams, ensuring that server and data storage day-to-day tasks are completed, and project deliverables remain on track.
3. To be responsible for ensuring that resilience, recovery, and business continuity plans for our server and data storage infrastructure are robust and meet the requirements of the Trust and other stakeholders.
4. To be responsible for monitoring and managing server and data storage capacity and performance, ensuring that there are adequate resources available at the point of need.
5. To manage and monitor updates and security patch rollout to the server and data infrastructure estate, ensuring that security postures are maintained.
6. Responsible for ensuring open incidents and service requests are addressed accordingly to existing SLA/KPI's.
7. Provide regular performance metrics and reports on the team's performance.
8. To contribute to all security audits and any actions that arise. Making sure any actions have a plan for remediation.
9. To effectively communicate/support all server and data infrastructure change requests via the Change Control Process within Digital Services and to the relevant stakeholders.
10. To collaboratively work with the Digital Business Partners and divisional Heads of Service to enforce changes in working practices or urgent requirements and making sure we have captured requirements clearly for annual plans.
Performance and financial management:
- Responsible for infrastructure budgets, including £1m revenue and circa £750k capital annually.
- Ensure effective business justifications are presented for allocation for any required funding, ensuring any short- or longer-term remedial plans are in place as required.
- Ensure the appropriate authorisation of invoices, supply requisitions, expenses and pay returns are undertaken in line with all financial controls.
- Annually review all costs and ensure appropriate charges are processed in a timely manner.
- Create performance metrics and reports on server and data infrastructure to give executive level visibility on how the Trusts digital infrastructure is performing against delivery targets.
Quality and Governance:
- To comply with audit requests and other requirements as required.
- To lead on any server or data security assessments and penetration tests conducted upon our infrastructure and to contribute to any associated action plans.
- Responsibility for the management of server and data related risks and issues, including ownership of infrastructure related Datix investigations.
- To support the gathering and presentation of metrics that demonstrate the performance or incompliance within the server and data storage estate.
- Promote a culture where governance and risk management are seen to be everyone's responsibility.
Communication:
- Communicate complex information and negotiate potentially contentious issues with Trust members at all levels. This will also include supporting local projects to ensure all parties are fully briefed and consulted in implementing best practice.
- Communicate effectively on complex subjects in high pressure situations associated with systems/service downtime and delivery.
- Chair or deputise where appropriate at team/service level committee meetings, making staff aware of any updates or points of escalations.
- Contribute to the effective communication within the Trust with regards to any changes to working practices or new innovations.
- Be initiative-taking in promoting the Trust's vision for delivering excellence.
- Ensure that good practices are shared and delivered at all levels within the service.
Management:
- To be accountable for the line management of the Digital Infrastructure Solutions Teams, ensuring staff are supported and developed in their field so they can continue to provide an excellent level of support to staff and stakeholders.
- Responsible for the recruitment and development of the team, ensuring individual's training is reviewed and achieved as part of the annual training programme.
- To work within Trust policy and guidance and escalating where necessary.
- Responsible for IT related policy and procedure creation, making sure these are reviewed regularly when changes in technology occur.
- Working with the business and Live Services Manager to ensure effective planning is in place to respond to any changes that are required.
- To contribute to strategic investment proposals, business cases and options appraisals as and when required.
- Promote a culture where staff feel empowered and accountable for the service they provide.
- Provide coaching and professional insight to colleagues within the teams ensuring they remain confident and competent in the services and solutions we provide.
Professional:
- Maintain and develop expert knowledge of current technologies and best practice developments within Server and Data infrastructure and wider IT disciplines.
- Maintain and continue with professional digital certifications where required.
- Be able to manage workloads to make effective use of time and resources in a highly pressurised environment with continual change, making sure you prioritise key actions in a timely manner.
- Work flexibly and undertake other duties commensurate to the grade as required.
- Participate in joint annual Personal Development Review with line manager.
- Participate in an on-call rota.
Person specification
Training and Qualifications
Essential criteria
- Educated to postgraduate level or recent equivalent experience.
- Professional, managerial and leadership qualification or equivalent experience at senior management level.
- Technical professional qualification for a senior position or equivalent experience.
- Evidence of relevant continuing professional development.
Desirable criteria
- Recognised industry qualifications or equivalent experience and knowledge in desktop, server, virtualisation, storage, and networking disciplines to expert level.
Experience
Essential criteria
- Demonstrable record in delivering complex targets and objectives to tight deadlines.
- Has a clear understanding of information technology in a complex public sector organisation.
- Experience of budgetary management.
- Experience in the development of technical strategies.
- An in-depth understanding of IT infrastructure, systems, and processes e.g., networking, hardware, business continuity planning, security techniques, service desks.
- Proven experience of management at senior level.
Desirable criteria
- Knowledge and understanding of NHS /experience working within a healthcare setting.

- Able to clearly demonstrate sound judgement in relation to dealing with internal and external stakeholders, healthcare partners and suppliers.
