Position Summary
The HSE Manager provides HSE support and guidance to the Fleet and the wider Operations Team. Also responsible for monitoring and supporting the effective implementation of HSSE & QA Policy and the Integrated Management System.

Major Responsibilities

  • Treat health, safety and environment as top priority.
  • Act as Deputy Designated Person Ashore (DDPA) for company.
  • Deputise for DPA when required.
  • Monitor compliance with all agreed external management system standards (i.e., ISM Code, ISO 9001, ISO 14001, ISO 45001, MLC & CMS).
  • Drive Seapeak Seven Standards in all HSE matters in line with company purpose and values. Proactively support and integrate with Operations team to achieve team goals and promote a spirit of collaboration.
  • Demonstrate the ability to proactively suggest solutions to problems, thereby demonstrating a 'can do' mentality required to be an effective member of the team.
  • Work closely with all members of the Operations, ship, and shore, to ensure effective monitoring and implementation of the management system; and continuous improvement in HSE performance.
  • Communicate positively and actively engage with all members of the team.
  • Monitor HSE performance for Operations and proactively support continual improvement initiatives.
  • Conducts periodic analysis of vessel specific trends and communicates these effectively with both sea and shore staff.
  • Measures and analyses specific trends continually to gauge improvement on key focus areas.
  • Takes lead for communicating key HSE trends and focus areas with each vessel and ensures areas for improvement are tracked and measured on a regular basis.
  • Responsible for effectively communicating fleet performance best practice to ensure a level of high HSE performance across the fleet.
  • Take lead in analyzing and utilization of HiLo data and set risk-based focus areas.
  • Carry out internal benchmarking analysis and provide executive summary of the same.
  • Act as the center of expertise and focal point in all aspects of HSE.
  • Review and proactively respond to monthly shipboard HSE meeting minutes and vessel reports.
  • Review internal and external audit reports and liaise closely with all relevant parties to ensure effective closure of the findings and approve closures.
  • Effectively monitor and follow up on all incidents and near-miss reports and provide HSE support to Vessel Managers.
  • Monitor vessel internal and external audits status to ensure audits are carried out in accordance with company requirements.
  • Support SFTO/FTOs with the implementation of the internal audit and training program. Review all training material and FTO training reports.
  • Conducts periodical meetings with SFTO/FTOs and Marine Assurance to discuss audit trends and training focus areas across the fleet.
  • Responsible for ensuring common audit trends are effectively actioned fleet wide.
  • Adopt a risk-based approach to HSE management by analyzing incident/near-miss data and being proactive in safety management.
  • Responsible for ensuring on board SMT are aware of trends/improvement areas to ensure a fleet standard is maintained. Provide guidance where required.
  • Identify trends in HSE performance and propose focus areas to continually improve.
  • Carry out Shipboard/Office or third-party contractor audits, where required.
  • Establish the agenda and chair the Office HSE meetings.
  • Ensure Incident Command Centre is updated and ready at all times.
  • Act as a member of ERT during an emergency. Carry out the role of Safety and Environmental Officer. Identify potential safety and environmental concerns and mitigation measures to support ERT priorities 'PEARL'. Arrange for emergency evacuation of casualties (if needed). Arrange for Drug and Alcohol testing.
  • Responsible for producing and collating Emergency Drill Reports.
  • Depending on the nature of the incident, lead or support the Incident Investigation Team.
  • Facilitate seafarer safety inductions and orientations where required.
  • Conduct interviews for seafarers (promotion and new hire).
  • Ensure the effective implementation of the Company Mental Health Policy and Procedures.
  • Continually review HSE efficiencies and lead in digitization projects when required.
  • Continually review the effectiveness of Company procedures and policies. Engage and support in the Management of Change process to ensure continual improvement.
  • Lead HSE related project work as delegated by Manager, HSE and Senior Management.
  • Ensure seafarer engagement is maintained through regular campaigns, seminars, conferences and Office visits. Develop engagement materials for same.
  • Attend bi-weekly calls with vessels to ensure HSE strategy and key trends are maintained throughout the fleet.
  • Carry our shipboard Environmental Reviews for the fleet.
  • Support ESG initiatives and provide key data for ESG reporting.
  • Monitor industry best practices and make recommendations on the same.
  • Review of HSE related service level agreements and contracts.
  • Respond to external and internal customers to ensure quality and consistent delivery of first-class service.
  • Attend customer meetings to communicate vessel and company specific HSE related performance areas.
  • Notification of major incidents to DPA, Flag, and relevant parties in consultation with Incident Commander.
  • Assist with post-incident management and close-out of any incidents with relevant parties.
  • Undertake other related activities as deemed necessary by the company.

Requirements (Knowledge, Skills & Abilities)

  • Good knowledge of international maritime regulations, statutory requirements, maritime safety, and security code (ISM Code, SOLAS, MARPOL, ISPS Code).
  • Good knowledge and experience in marine industry HSE practices, marine Incident Investigation, and auditing.
  • Certificate of Competency at Class 2 Unlimited or equivalent degree in maritime as a minimum.
  • Certificate in Marine Incident Investigation.
  • Sea going experience as Officer on Oil tanker or Gas tanker.
  • Strong, demonstratable leadership skills.
  • Ability to prioritize and manage time effectively and be able to meet deadlines.
  • Effective engagement with the team to deliver on HSE objectives.
  • Analytical, problem solving, time management and decision-making skills.
  • Ability to respond positively to customers in an effective manner, good reporting, and written skills.
  • Demonstrates teamwork, interpersonal and communications skills.
