HR Manager - Learning and Organisational Development

We are looking for an experienced and skilled Organisational Development (OD) and Learning manager to lead and drive our OD strategy and learning culture forward.
As the corporate lead on Learning and Organisational Development you will play a crucial role in shaping the future of our workforce and driving performance improvement across the council. You will lead a small team on the design and delivery of OD initiatives, learning and development strategies in line with our vision and values.
You will work closely with senior leadership teams, HR, and other key stakeholders to ensure that our employees are equipped with the skills, knowledge and tools they need to excel in their roles. Your expertise will be vital in promoting a culture of continuous learning, leadership development, employee engagement, and organisational effectiveness.
Key Responsibilities:
- Develop and implement a comprehensive OD and learning strategy aligned with the authority's vision and priorities.
- Lead the design and delivery of learning and development programmes, including leadership development, management training, and professional development initiatives.
- Foster a culture of continuous improvement, innovation, and high performance.
- Collaborate with senior leaders to identify and address organisational development and learning and development needs.
- Provide expert advice on leadership, talent management, workforce planning and employee engagement.
- Lead and inspire a team of OD and learning professionals, ensuring the delivery of high-quality, impactful services.
- Use data and insights to measure the impact of OD and learning interventions, ensuring they support organisational goals and objectives.
What We're Looking For:
- Proven experience in organisational development, learning and development, or a similar leadership role within a complex organisation.
- Strong understanding of OD theories, leadership development, learning methodologies, and employee engagement practices.
- Excellent communication, influencing, and stakeholder management skills, with the ability to work collaboratively across all levels of the organisation.
- A strategic thinker with the ability to translate organisational priorities into practical learning solutions.
- Demonstrable experience in leading and managing teams, fostering a positive and inclusive culture.
- Strong analytical skills and experience using data to drive decision-making and improve performance.
- A passion for developing people, enhancing organisational culture, and making a positive impact on the public sector.

Your starting salary will be pro rata if the above position is part-time or term-time only.
Work Permits: we may be able to obtain a Work Permit for this post but this is subject to meeting the requirements of the UK Border Agency's Points-based Immigration System.
