An exciting opportunity to join the Housing Growth Service has become available. This is a chance to be part of the pivotal delivery team of the Integrated Affordable Housing Programme detailed in Sheffield City Council's newly published Housing Growth Delivery Plan 2025-2030. The team leads, enables and directly delivers affordable housing across the city, working in collaboration with its key city partners. As a key objective of the Leader of the Council, our cross-party political Members and members of the Sheffield Together Partnership, this is a top priority for the city.

We are looking for an experienced, skilled & enthusiastic individual to join our team to lead, enable and directly deliver a number of workstreams of new affordable homes, including both general needs properties and specialist accommodation, working closely in partnership alongside developers and registered providers to unlock affordable housing growth across the city. You will have experience of working within a delivery focussed setting, managing a range of projects as part of a multi-disciplinary team, and be looking for a challenging role within a fast-paced environment.

The Housing Growth Service sits within the City Futures portfolio.

Duties & Responsibilities within the role will include:

General

  • Being driven and pro-active - possessing a can-do attitude to new ways of working and using initiative when required.
  • Having a general knowledge of the local, regional and national Affordable Housing Sector.
  • Working with Senior Managers to establish and maintain a pipeline of deliverable projects, manage day to day operational work of the team and commission work from the wider portfolio.
  • Being an advocate for individual projects and the wider programme, seeking opportunities to share best practice and learn from others.
  • Contributing to the Housing Growth Delivery Plan annual review and the development and review of policies/strategies.

Internal and External Stakeholder, Partner and Funder management

  • Working with Housing Associations, private sector partners and funders to deliver affordable housing growth in line with the newly published Housing Strategy, Housing Growth Delivery Plan 2025-2030 and emerging Sheffield Local Plan.
  • Supporting the Affordable Housing Sub Group - consisting of SYMCA, Homes England, Housing Associations and Internal Council Services and Stakeholders.
  • Supporting and leading on Housing Association brokerage - building relationships with various Housing Associations within the City and supporting their delivery of affordable housing.
  • Contributing to, producing and delivering briefings for Senior executives, the Leader, Members, Policy Committees, the Sheffield Together Partnership Housing Board and various internal approval boards as required.

Project Management of Affordable Housing workstreams

  • Leading the management and delivery of affordable housing growth projects. This includes business case development, specification development, Client-side procurement & contract management, carrying out site reviews and appraisals.
  • Commissioning & overseeing technical teams/inputs, financial monitoring & reporting, managing resources, identifying and monitoring risks, issues, opportunities & performance.
  • Project governance, appraisal and evaluation.
  • Developing options appraisals for potential projects, drawing on a range of data and information to reach evidence-based recommendations.
  • Driving the delivery of projects through effective negotiation and influence across internal teams and external delivery partners.
  • Working closely with relevant teams across SCC to ensure compliance with Council policies when delivering affordable housing projects.
  • Assessing land and property acquisition opportunities and managing the commissioning of land disposals.
  • Working with SCC Housing stakeholders to understand housing need, strategy, tenure, standards and asset specification for different types of housing on different sites so that a brief can be created for commissioning and delivery of new affordable housing, either through SCC direct delivery, acquisitions or working with external partners/registered providers.
  • Acting as commissioning Client for new build housing developments and acquisitions, commissioning Property, Legal and construction consultancy services.
  • Working with Senior Managers to identify, manage and maximise external investment from Homes England, the Combined Authority and other funders as appropriate.
  • Bidding for, monitoring and managing external funding.
  • Carrying out development viability modelling and presenting findings.
  • Taking a project through internal governance capital approval routes, including briefing stakeholders, members, ward councillors and the public.
  • Ensuring smooth handover transition of completed SCC properties to SCC Housing Services.

Essential Qualifications

Relevant technical or vocational qualifications (educated to degree level) and/or experience relevant to the post.

A recognised Project and/or Progamme Management qualification, or a willingness to work towards this.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part-time or as a job share.
