**About the role: **
The post holder shall be responsible for the day-to-day management and oversight of the Technical Compliance Team and in securing the health, safety and wellbeing of the King's Community including students, staff, contractors and visitors. Through management and monitoring health and safety performance, ensure that risks to people and assets are reduced to as low a level as is reasonably practicable. This will include, but not limited to; developing, auditing, and reviewing the Directorate's policies, procedures and processes as well as the development, implementation, and ongoing management of an effective Health & Safety Management System.
Primarily, the post holder will concentrate on items relating to statutory/regulatory compliance and safety management within the Directorate, but shall extend out to other areas of the core business when required, including but not limited to:
- Fire safety management
- Asbestos management
- Legionella management
- Electrical Safety
- Insurance risk mitigation
- Equality
- General health & safety support and guidance
The role must ensure completion of all mandated Health & Safety training, including eLearning modules, within required timeframes to maintain compliance with statutory and organisational standards.
Through delegated authority, support the Associate Directorate with:
- Securing the health and safety of all staff and third-party providers working for and on behalf of Estates & Facilities, and for ensuring there are suitable and sufficient processes, tools and standard operating procedures (SOPs) in place to ensure the health and safety of all persons working for and on behalf of Estates & Facilities and occupiers within the buildings which it manages.
- Ensuring that all regulated estates assets and risks are identified, and suitable and sufficient management and mitigation measures are developed, implemented and monitored and do not present a risk to the safety and security of staff, students and visitors.
- Ensuring that all statutory and regulatory inspections and maintenance across the estate is undertaken, reporting on deficiencies, and working with service leads to develop and implement recovery and recurrence prevention plans.
- Ensure that all staff working for and on behalf of Estates & Facilities have undergone all mandatory training as required by King's College London Policy, and that processes and tools are developed and implemented to ensure that training is kept up to date.
- The deployment of effective systems, training, processes and tools to ensure that all health and safety incidents, including 'near misses' are reported in an expedient manner, and that suitable and sufficient investigations are undertaken, reported, and recommendations implemented.
- Responsible for ensuring that outcomes for investigations and risk assessments are tracked and effectively closed out, sharing lessons learnt where appropriate.
- The development of local emergency and business continuity plans, processes and procedures, providing professional advice to both internal and external stakeholders including senior executives, and ensuring best practice is implemented across the directorate.
- Keeping measured and auditable records for compliance with all relevant legislation and to facilitate the production of accurate management information
- Developing, implementing, reviewing and auditing of policies, procedures and guidelines across the Directorate
- Working with third parties to ensure best practice applies across all campuses.
Main duties and tasks:
- Undertake thorough effective monitoring of policies, procedures and process to ensure that the Directorate remains compliant with respect to statutory, regulatory, health, safety and building management requirements
- This includes but is not limited to: contractors and third parties, statutory inspections, testing and remedial works, risk assessments and hazard identification, safe systems of working, workshops, plant rooms and general housekeeping, accidents and incidents, investigation and management and assurance/compliance document management
- Supporting other areas of the business in the development, implementation and review of procedures and guidance where required
- Oversee the management and development of the Directorate's computerised permit to work system
- Develop close working relationships with the university's Health & Safety Services Team and the Equality, Diversity & Inclusion Team and various other groups with respect to statutory compliance in building management
- Develop and maintain an online Safety Management System for monitoring and measuring compliance and safety performance across the Directorate
- Develop and implement action plans with SMART objectives for continual improvement in compliance and safety performance and reduce risk to the University
- Audit the performance of contractors to ensure that there is consistency across the estate so that risks to the University are minimised
- Develop and manage corrective action plans for areas of concern and/or non-compliance and provide regular reports to the Associate Director Engineering Operations, outlining areas of risk and corrective actions where necessary
People management and leadership:
- The Head of Technical Compliance will have responsibility for the pastoral and performance management of Technical Compliance team members, ensuring the staff receive adequate training, development, support, direction and motivation to be competent in their roles and operate with the highest standards of professionalism and customer service
- As may be required, the Head of Technical Compliance may also be responsible for functional teams, formed for the oversight and governance of specific areas/projects, or for the delivery of specific objectives
- The Head of Technical Compliance will be responsible for local employee engagement and act as an interface with designated employee representatives
- Actively promote the development of professional codes of practice in line with organisational needs and best industry practice
Other duties:
- Undertake such other duties appropriate to the level and character of work as may reasonably be required within the university
- To support and deputise for the Associate Director Engineering Operations either in their absence or where demands dictate
- To implement continuous improvement and innovation to achieve improved quality, value for money, transparency and a general uplift in the appearance and resilience of the estate
This is a full-time role (35 hours per week), and you will be offered an indefinite contract

To be successful in this role, we are looking for candidates to have the following skills and experience:
Essential criteria
- Degree/Post Grad in relevant field or equivalent experience
- Member of relevant professional organisation (IOSH or equivalent)
- Must have demonstrable knowledge of H&S legislation with NEBOSH or equivalent
- Highly IT literate
- Excellent oral and written communication skills
- Extensive management experience and team leadership skills
- Managing and operating to KPIs and SLAs
Desirable criteria
- Able to work effectively alone and to also work across multi-disciplinary teams
- Calm demeanor, un-flustered, and able to maintain a cool head in high pressure/high stress situations
- Experienced and confident in the principles of budgetary management accounting
