Location of the role can be based in either Birmingham or London.

Base salary: £79300 pa to £99150 pa if based in London, £67450 pa to £84350 pa if based in Birmingham, depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

As the Head of Risk - Programme/ Enterprise you will be responsible for developing and implementing standards, policy and process, reporting and monitoring performance of the overall risk and opportunity process, with specific responsibility for Enterprise Risk (including Strategic Risk Management) and Risk Management support provided to Land and Property, ONW (Systems Directorate), Utilities & Logistics (Civils Directorate).

About the role:

  • Support the Director of Risk and Opportunity in the development, and implementation of risk standards, policies and processes and ensuring they are communicated and embedded across HS2, taking industry best practice and promoting continuous improvement
  • Implementation of Risk & Opportunity Management within the Land & Property Directorate, ONW (Systems Directorate), Utilities & Logistics (Civils Directorate) and reporting of Risk & Opportunity performance into the relevant governance forums
  • Implementation of Risk Management across Enterprise Functions (including Finance, POC etc.)
  • Implementation of Strategic Risk Management including facilitating the review and update of the Strategic Risk Register with SLT, Exec & HS2 Board
  • Implementation of Risk Management with Controls (IMS) and Assurance functions to provide a holistic RCA framework.
  • Reporting to HS2 Exec and Board on key Risks (threats and opportunities), the Risk Management Framework, performance and continuous improvement in the areas of Enterprise Risk, Strategic Risk and RCA
  • Communicating to internal and external stakeholders (including Project Representative and DfT) on key Risks (threats and opportunities), the Risk Management Framework, performance and continuous improvement in the areas of Enterprise Risk, Strategic Risk and RCA
  • To be accountable for leading the development of an integrated view of risk across HS2
  • To be responsible for providing guidance in risk management and mitigation to leaders across the HS2 and external bodies
  • Lead the risk and opportunity direct team across multiple locations including setting objectives, reviewing performance and ensuring that employees have the necessary skills and understanding to deliver the team's objectives
  • To be accountable for the deployment of specialist resources and expertise in risk and opportunity management across enterprise, third parties, to enable delivery within the Project Controls teams provided by a mixture of contractors, direct line managed staff and matrixed staff and contractors
  • To be responsible for supporting event risk and opportunity owners in the identification of risks and opportunities development of their risk reduction/mitigation plans, and support decision making through the provision of relevant risk information and advice where required
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI

Skills:

  • Ability to undertake qualitative and quantitative risk analyses in support of business decision making
  • Ability to lead a team, creating a clear sense of direction and promoting continuous improvement
  • Ability to communicate risk concepts and information in a way that is easily understood by a range of senior colleagues and stakeholders
  • Ability to develop, with the aid of subject matter experts where appropriate, and implement appropriate risk management actions for identified risks across projects
  • Communication and influencing skills, with the ability to engage and influence colleagues and external stakeholders at all levels, including the Board and Senior Executives
  • Ability to assimilate large volumes of detail, drawing out the key issues in a clear and concise way, suitable for all audiences
  • Ability to define and embed processes to enable the effective financial management of risk
  • Ability to implement comprehensive Enterprise Risk Management Frameworks including Risk Policy, Strategy & Procedure, Risk Appetite, Strategic Risk Management, Control Effectiveness and Risk Governance

Knowledge:

  • Recognised Risk Management qualification such as the Institute of Risk Management (IRM) or the Association of Project Management (APM)
  • Experience of project/programme risk management role within large scale, complex project
  • Experience of applying risk management concepts and procedures to large scale projects, and providing specialist impartial advice to internal stakeholders
  • Experience of leading and developing a team within a major project or programme
  • Experience of using risk management systems such as Xactium and Oracle Primavera Risk
  • Experience of implementing Enterprise Risk Management within a complex organisation
  • Understanding of the application of Risk & Opportunity Management within a large, complex and stakeholder sensitive programme

Type of Experience:

  • Experience of reporting at Board level and advising senior stakeholders on risk management, including assimilating complex information into simple and easy to understand management information
  • Experience of establishing and managing systems and processes to enable and support the achievement of business goals
  • Experience of integrating an extended supply chain with a client risk and opportunity register
  • Experience of risk and opportunity assurance and governance processes
  • Recognised Risk Management qualification such as the Institute of Risk Management (IRM) or the Association of Project Management (APM)
  • Experience of project/programme risk management role within large scale, complex project
  • Experience of applying risk management concepts and procedures to large scale projects, and providing specialist impartial advice to internal stakeholders
  • Experience of leading and developing a team within a major project or programme
  • Experience of using risk management systems such as Xactium and Oracle Primavera Risk
  • Experience of implementing Enterprise Risk Management within a complex organisation
  • Experience of applying of Risk & Opportunity Management within a large, complex and stakeholder sensitive Land & Property programme
