The location is open to anywhere in the UK with travel expected to our main sites including Glasgow, Warrington and Stonehouse.
As the Head of Regulatory Affairs at Last Mile, you will lead the company's regulatory strategy, ensuring compliance with all relevant regulations. Serving as the primary liaison with regulators and industry groups, you will monitor regulatory change assessing its potential impact and influence such change to protect and promote Last Mile as one of UK's leading independent network owners.
Last Mile are one of the largest multi-utility connections businesses in the UK. We own and manage approximately 750,000 installed connections, linking distribution networks to residential and commercial customers. Our Design and Build division, through our Energetics, UKPS and Icosa Water brands, holds the necessary accreditations to design, build and install essential utility infrastructure to new build developments, covering the last mile of pipes, cables and ancillary equipment connecting new buildings. Through our brand Last Mile Asset Management, those connections are managed by our experienced Own and Manage division when installed. We have the ability to own and manage connections under licences granted by sector regulators, Ofgem and Ofwat. Your responsibilities as the Head of Regulatory Affairs:
- Proactively identify and assess the impact of proposed and developing changes in industry regulations and processes. Develop and implement systems and control measures to manage changes to ensure compliance, mitigate risk and untap opportunities.
- Acting with a high degree of autonomy, represent and advocate for Last Mile's interests in relevant industry forums and workgroups - such as Ofgem, Ofwat, and the INA.
- You will be the lead in the development and implementation of internal and external influencing strategies to shape change in the independent network industry.
- With the ability to horizon scan and plan for upcoming legislative changes, you will also be comfortable in reacting to time critical correspondence from regulators in an informed and organised manner.
- Provide expert thought leadership to Last Mile in the conduct of its regulatory affairs, supporting an agile and entrepreneurial approach to opportunities while managing and mitigating risk appropriately.
- Support Last Mile to enhance its regulatory compliance performance, ensuring strong reputation and positive relationships with industry regulators and stakeholders.
Experience / Knowledge:
- Knowledge and significant lived experience of the extensive regulatory, commercial and compliance framework supporting the operation of (at least one of) the gas, electricity, water, wastewater and heat network industries. You will have knowledge of industry licencing, pricing controls and regulatory programmes. Awareness of consumer supply policy in the water, wastewater and heat markets would be preferable but not essential.
- Ability to influence senior stakeholders in meeting regulatory obligations, developing policy positions and effecting change both internally and externally to achieve Last Mile's strategic objectives.
- Strategic mindset with the ability to translate complex regulatory frameworks into executable plans.
- Great proficiency in Microsoft packages, namely Excel, Word and outlook.
Qualifications:
- Demonstrated leadership skills: a proven leader (or leader to be) who can lead others through influence.
- Excellent written and verbal communication skills and comfortable reporting to senior stakeholders and regulatory leads.
