Detailed job description and main responsibilities

PROFESSIONAL LEADERSHIP

  • Responsible for proposing & implementing service/departmental policies/ responsible for policy implementation and service development.
  • Provide professional leadership to the clinical areas overseeing clinical practice ensuring the highest possible standards of delivery of care are achieved.
  • Provide expert advice to the Trust and external bodies on Protons and radiotherapy.
  • Represent the Trust at external committees and meetings.
  • Interpret and disseminate to the Trust relevant national guidelines, policies and legislation.
  • Contribute to national guidelines and policies and help set standards for national practice.
  • Lead in development of profession led research programmes including securing funding.
  • Lead in evidence-based implementation of new technology and techniques.
  • Provide clinical supervision and mentoring to professional peer group.
  • Participate in professional and multi disciplinary teaching, formal and informal.
  • Keep up to date on clinical, technical and managerial matters and follow a Continuous Profession Development programme.
  • Maintain and develop own personal portfolio.
  • Development of new services e.g. satellite centres and proton therapy, equipment replacement programme, department redesign.
  • Communicates service-related information to senior managers, staff, external agencies.
  • Responsible for maintaining an effective paediatric anaesthetic service.
  • Effective communication and general trouble shooting of patient related issues e.g. complaints, conflict, safeguarding, bereavement. Liaise with patients and families and PALS.

STAFF MANAGEMENT

  • Ensure staff management strategies appropriately reflect the needs of a diverse and changing staff group.
  • Actively manage sickness absence to agreed targets.
  • Ensure all staff related targets are met, ensuring all staff have an annual performance review and have development needs identified in a personal development plan. Also ensuring staff mandatory training targets are met.
  • Line manage senior radiographic staff ensuring that they are clinically and professionally developed for an efficient, effective, engaged, and highly motivated team.
  • Ensure that all staff understand and work towards performance targets in all areas including activity, finance, HR, governance and the Division's strategic agenda.
  • Hold senior radiographers to account for the delivery of their objectives providing a professional radiographer perspective.
  • Ensure staff compliance with Trust and departmental policies, HCPC requirements and IR(ME)R legislation.
    Responsible for informing the HCPC of any fitness to practice issues with state registered professionals.
  • Responsible for recruitment and retention of staff, disciplinary and grievance and all staffing issues within the service. Reviewing requirements of each post upon becoming vacant, prior to advertising for replacement staff.
  • To maintain communication up and down the management structure ensuring a sense of common purpose for the achievement of organisational objectives.
  • Requires negotiating, persuasive, motivational, reassurance skills.
  • Manage and reconcile conflicting views where there are significant barriers to acceptance or understanding.
    Provide pastoral care and support for staff.

FINANCIAL MANAGEMENT

  • To have overall responsibility for the radiotherapy and Proton budget, liaising closely with the Finance Manager and Trust Commissioning body. Ensure the optimum use of resources by establishing and maintaining an effective management process to ensure financial control.
  • Overarching signatory for all three departments and the mould room.
  • Procures capital equipment.
  • To implement cost saving strategies in order to meet business planning agreements. Working alongside the Finance Manager and Divisional Director - to identify cost pressures and ensure that these are actioned appropriately.
  • To be responsible for ensuring that pay budgets are not overspent and that systems are in place to monitor bank and agency bookings.
  • To identify and present recommendations to the Divisional Director for investment programmes where necessary, taking the lead on developing effective business cases for the department.
  • Liaise with Greater Manchester cancer network and commissioners to ensure that all new treatments are managed accurately, and that Primary Care Teams are aware of the new developments of radiotherapy delivery techniques.
  • Ensure all activity is accurately recorded and presented to Commissioning bodies within set time limits. Identify early problems that may lead to incorrect data being forwarded and report appropriately.
  • In conjunction with the clinical director and Head of Radiotherapy Physics ensure the development and production of the service business plan and specialist bids with regard to Radiotherapy and Protons.
  • Liaise with medical physics to maintain a rolling programme of equipment replacement, upgrading and disposal and ensure timely submission of bids for capital items. Ensure supply contracts are reviewed to ensure value for money and quality of service provision.
  • Manage and monitor performance so that the Service meets its financial and operating targets.
    Be responsible for the management of activity targets and considering the impact of income and expenditure.

RESEARCH AND EDUCATION

  • Participate in the development of Trust training and education strategies.
  • Support the development and implementation of education and training programs within the service.
  • Actively encourage and support the development of research programs.
  • Maintain mandatory and non-mandatory training and CPD to meet the requirements of the Trust and HPC
  • Develop and support the maintenance of partnerships with academic institutions, to ensure that the provision of educational opportunities for pre and post registration meets the needs of the changing workforce.
  • Provide specialist teaching and training to other professional groups.
  • Review and authorize requests for study leave for the senior teams.
  • Manage Trust and local induction strategy for Radiotherapy staff groups and service users.

SERVICE DELIVERY, DEVELOPMENT & IMPROVEMENT

  • Work closely with the clinical Leads across the Trust, Senior Nurses and managers to develop patient focused services in line with the National Cancer plan and other relevant standards, ensuring that relevant cancer standards are met.
  • Ensure timely and efficient provision of radiotherapy within the available resources.
  • Ensure effective processes and procedures are in place to monitor and track performance within the Service.
  • Interpret and implement national guidelines, policies and legislation working closely with general manager to achieve compliance.
  • Overarching lead for the authorisation of requests for concession to go off protocol as described in the quality system.
  • Support the Clinical director in identifying both new opportunities for the service arising from changes in the external environment or internal innovation and potential threats and ways to respond to them.
  • Manage service improvement projects within the service within agreed timeframes and financial targets.
  • Contribute to the strategic development of the service.

CLINICAL GOVERNANCE

  • Implement and monitor clinical governance structures and processes within the directorate as part of the Divisional management team.
  • Take responsibility as head of service for health and safety, clinical risk and quality compliance.
  • Support the monitoring of compliance with internal and external governance and best practice requirements in the Service.
  • Ensure staff awareness of professional and managerial accountability.
  • Ensure departmental compliance with IR(ME)R
  • Provide support for Radiation Protection Supervisors and Quality Manager.
  • Ensure that statutory and Trust requirements for record keeping and sharing are met.
  • Monitor and evaluate quality systems and clinical standards within the department, ensuring that the department is prepared for accreditation.
  • Investigation of incidents and complaints, drafting responses and devising remedial action plans where appropriate.
  • Manage the resolution of complaints and issues from patients, staff, suppliers, other internal and external service providers and partner organisations in a timely and appropriate manner in line with Trust policy, procedures and service delivery values and priorities.

  • Post graduate qualification in related specialist subject at MSc level or equivalent experience.
  • Post graduate study in management or proven management experience.
  • Evidence of continuing professional development
