As the Strategic Partnerships and Development Manager, you will play a crucial leadership role within the Council's senior management team. You will work across departments to oversee and influence strategic decision-making, while assessing and mitigating corporate risks. Your focus will be on driving sustainable improvements in service delivery, supporting the borough's growth ambitions, and enhancing outcomes for our communities. Additionally, you will have direct responsibility for leading the effective and efficient delivery of the Temporary Accommodation service, emphasizing tenancy sustainment and providing support to maximize the number of homeless households transitioning to successful longer-term accommodation.
Role Overview
Your role will involve collaborating with directors and Heads of Service within the housing directorate, as well as with corporate directors and the chief executive, to deliver the Croydon Renewal Improvement Plan, align with the council's priorities and ways of working, and support the Mayor's Business Plan. Areas of responsibility include:
- Lead and oversee investment programmes: Manage the delivery of the South Norwood investment programme and the Rest-of-borough investment programme, including diverse delivery models such as council-managed projects and collaborations with Housing Associations and private developers.
- Innovate and enhance service delivery: Champion the design and implementation of innovative services that meet the needs of the council and the community, while building a multidisciplinary team of technical experts to support these initiatives.
- Financial and strategic oversight: Contribute to the annual budget planning process, oversee all division budgets, and represent Croydon Council externally to foster strong partnerships and align with the council's housing priorities.
About you
- Accredited Professional Qualification: Achieved a recognized qualification from RICS, RIBA, or CICE, complemented by several years of supervised professional practice.
- Project Management Experience: Proven ability to successfully manage multi-phased house building or refurbishment programmes through all lifecycle stages, with significant experience in high-value projects involving multiple stakeholders.
- People Management Skills: Demonstrated experience in building and leading effective teams to deliver project objectives, ensuring professional development through coaching and supervision.
- Regulatory Knowledge: Extensive knowledge of building safety legislation and compliance obligations, alongside substantial contract management experience to ensure performance and value for money.
- Financial Acumen: Strong financial and commercial awareness, with a track record of managing large capital and revenue budgets effectively.
- Relationship and Stakeholder Management: Ability to build strong, collaborative partnerships with external stakeholders, colleagues, contractors, and residents, while effectively negotiating to achieve positive outcomes.
