Head of payroll | 8790 | Permanent Contract | 37 hours per week | £56,912 to £62,618 per annum | (Grade M) | County Hall, Norwich

Are you a strategic payroll leader ready to shape the future of payroll services across Norfolk County Council and its external clients?

We're looking for a dynamic and experienced professional to lead our Payroll Services team. This is a pivotal role within our Finance team, responsible for statutory compliance, operational excellence, and the continued development of our payroll function.

As Head of Payroll, you will lead the payroll service for over 21,000 job roles across the Council and traded service customers. You will bring drive and implement developments to optimise the myOracle payroll system. The role will require you to collaborate with HR and Digital Services to implement strategic pay and benefits initiatives and ensure compliance with national and local employment conditions and pension schemes, including LGPS and NEST. In addition to supporting corporate projects arising from statutory or regulatory changes.

To be considered for the role, you'll need Proven leadership in payroll operations within a complex organisation, expertise in payroll legislation, systems (preferably Oracle), and pension administration. You'll also need strong stakeholder engagement skills and the ability to influence at senior levels as well as a commitment to continuous improvement and service excellence.
