JOB PURPOSE
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

ROLE DESCRIPTION
§ Applies knowledge, skills and training to deliver the information technology solutions required to allow the business to meet its strategic and tactical goals.
§ Has defined authority and accountability for actions and decisions within a significant area of work, including technical, financial and quality aspects. Establishes organisational objectives and assigns responsibilities.
§ Influences organisation, customers, suppliers, partners and peers on the contribution of own specialism. Makes decisions which impact the success of assigned work, i.e. results, deadlines and budget. Has significant influence over the allocation and management of resources appropriate to given assignments.
§ Builds appropriate and effective business relationships across the organisation and with customers, suppliers and partners. Creates and supports collaborative ways of working across group/area of responsibility. Facilitates collaboration between stakeholders who have diverse objectives.
§ Contributes to the development and implementation of policy and strategy. Performs highly complex work activities covering technical, financial and quality aspects. Has deep expertise in own specialism(s) and an understanding of its impact on the broader business and wider customer/organisation..
RECRUITMENT SPECIFICATION
§ Leading the planning and delivery of the IM&T funded portfolio of programmes and projects. Significant elements of the role will be engaging with stakeholders from both UK and KSA.
§ Leading the execution of key business objectives through expert planning of business priorities against available capacity and capabilities of the preferred suppliers.
§ Developing robust IBP submissions and financial forecasts for the IM&T Portfolio, integrated and aligned with a wide range of stakeholders.
§ Leading the portfolio delivery team(s) in determining business requirements and translating requirements into deliverable projects, services and operational plans.
§ Determining, monitoring, and reviewing all portfolio planning with the preferred IT supplier(s) to include project schedule & budgetary costs, projected operational costs in service, staffing requirements, portfolio resources and programme risk.
§ Lead the preparation of and presentation of business cases to release funding through engagement with various senior stakedholder and review panels.
§ Delegated PML from PM function ensuring that all PM applicable governance and processes are adhered to through delivery of the portfolio.
§ Lead the regular portfolio and functional reporting to senior management
§ Developing and maintaining the appropriate environment to support project managers, including the processes and practices for managing projects and the training and coaching of project managers and teams.
§ Planning, directing and coordinating small to medium scale change programmes – planning, directing and coordinating the programmes’ projects and other activities, from initiation to benefit realisation, on behalf of senior management, to ensure optimum efficiency in the allocation of common resources and skills.
§ Management, co-ordination and reporting of the IM&T integrated business plan with relation to the portfolio.
§ Management of change within the portfolio. Reassessing whether projects continue to meet business objectives and use budget efficiently, ensuring that each project is managed to realise intended business benefits.
§ Reporting accurate and timely progress of the portfolio to senior management.
§ Developing and managing relationships with BAE Systems in KSA stakeholders, proactively seeking to identify potential demand, assisting in the creation of the business case and ensuring regular communication.
§ Assuring the portfolio delivery and works within the IM&T governance framework.
§ Responsible for management and assurance of the portfolio delivery against agreed and documented requirements from the preferred IT supplier.
§ Creates the tailored Project lifecycle management framework
§ Adopts and adapts appropriate tools and techniques selecting appropriately from predictive (plan-driven) approaches or adaptive (iterative/agile) approaches, and ensures they are applied effectively.
§ Will lead work groups to resolve issues over a more extended period (weeks/months) and will carry out resource and milestone planning
§ Establishes and maintains relationships with business leaders and key functional stakeholders.
JOB ACCOUNTABILITIES
§ Has achieved proficiency in SFIA level 6 of the task of Project management or has gained experience (typically ten years) in a relevant business environment involved in the introduction and use of IT, including demonstrable success in managing multiple projects.
§ Has Project management qualifications APM PMP
§ for detail, strong planning, communication and presentation skills, and is proficient in project quality management.
§ Educated to bachelor degree level in science or engineering/ maths discipline or has significant industry experience (10+ years) with professional qualifications.
§ Has the clearances to work on IT networks requiring UK nationality.
§ Enhances and develops capability which will be applied across a range of large, complex, high value and strategically important projects/programmes/portfolios
§ Has proven expertise in portfolio and associated financial management.
§ Has proven project management and leadership skills, and a good knowledge of business analysis, system development and IT service management.
§ Understands BAE Systems in KSA and the customer policy framework, management structures and reporting procedures for all aspects of the portfolio environment
