Job overview

Responsible for strategic and operational management of the Establishment Systems Team, maintaining the establishment systems integrity and ensuring that all the relevant finance and workforce systems (managed by Establishment Systems Team) are kept up to date with changes to structures, budgets, position numbers and any other data regarding workforce establishment.

The post holder will be accountable for the Establishment Systems Team, providing operational leadership and management, specifically for Remuneration Team (ESR, , Payroll), ERostering Team (Optima) and Workforce Reporting Team (responsible for ensuring that ESR offers a 'Single Version of the Truth', using analytics to provide insight to users.

In leading the function, the postholder will provide high quality support for managers to effectively deploy and monitor their establishment (using the establishment systems), understand their workforce capacity and plan for future demands by maximising system functionality and capacity. This includes supporting service re-design and transformation through review of staffing skill mix and templated demand against patient acuity.

The postholder will be required to work collaboratively and in conjunction with the ServiceDesk Manager to ensure that service desk and establishment teams operate as a seamless function.

Qualifications

Essential criteria

  • Educated to masters' degree or equivalent extensive experience plus specialist training in workforce information/analysis/planning
  • Evidence of Continued Professional Development

Desirable criteria

  • Qualified Accountant, Member of Professional Body

Knowledge and Experience

Essential criteria

  • Extensive experience in workforce establishment management and workforce information management at a strategic level.
  • Significant knowledge of the leadership and management context of the NHS, the establishment system tools and of financial system and processes necessary for delivering excellence in healthcare
  • Significant experience in establishment systems including: ESR, payroll, finance establishment, electronic expenses, online employee information systems and a recognised e-Rostering or rota system
  • Significant proven track record of management experience at middle/senior management level in the NHS or other public healthcare related environment
  • Demonstrable experience of developing and leading programmes of major change, including experience of delivering measurable improvement plans sustainably. Knowledge of a project management discipline.
  • Occasional exposure to Board /Executive meeting environments taking part in discussions.
  • Significant experience of translating national agenda/direction/policy locally to achieve necessary 'buy in'.
  • Demonstrable experience of successfully leading delivery of priorities/outcomes in a highly complex partnership environment
  • Experience of developing and leading new teams, motivating and inspiring people to work together to achieve common objective and priorities
  • Demonstrable experience in leading and prioritising delivery against budgets and working within financial constraints
  • Significant Experience/knowledge in risk management

Desirable criteria

  • Previous leadership experience working within an NHS environment.
  • Knowledge of NHS pay and grading.
  • Experience of safe care reporting, with an understanding of patient acuity toolkits and the impact on workforce modelling and successful delivery of patient care.

  • Extensive experience in preparing and producing concise yet insightful communication to a wide audience including board level

  • Ability to travel across sites independently and occasional across the region or beyond
