Responsible for the delivery of all the technical activities necessary for the Hybrid Bill process, including petition studies, evidence development and additional provisions to the bill.
About the Role
- Lead the provision of technical input into Additional Provisions and Supplementary Environmental Statements and manage their production and deposit in line with targets set by Ministers.
- Manage a multi-million pound budget, ensuring value for taxpayers money, be responsible for the forecast of costs and manage those costs to ensure budgets are not exceeded.
- Act as Employee Representative for PSC contracts, leading on instructions for work ensuring timely delivery of products, to the required standard for all aspects of the Parliamentary process.
- Ensure the on-time delivery of technical advice to petition managers, witnesses and legal Counsel to support the achievement of desired outcomes from petition management and the Bill process.
- Manage the overall input from other teams (Land & Property, Engineering, Environmental etc) within Rail Development Directorate and HS2 Ltd - plus any wider involvement from DfT, Parliamentary Agents and Counsel - to ensure the appropriate level of technical support is provided to the Bill process.
- To be responsible for relevant Construction Design and Management Regulations (CDM) duties as per the relevant project CDM plans.
- Advocate the Bill handling considerations and influence decision making in matters related to the engineering and environment design with the NPR teams.
- Ensure the output of the Parliamentary process is assured and documented as a record of the engineering and environmental design which underpins the resulting Act of Parliament.
- To be responsible for supporting a collaborative culture which enables high performance by encouraging innovation and knowledge sharing within the Hybrid Bill Delivery Directorate, the supply chain and within Rail Development Directorate.
- Play a full and active role in the management of the Hybrid Bill Delivery Directorate as a member of the SLT for the Directorate.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.

Knowledge
- Understanding of engineering and environmental requirements for development of a major infrastructure project seeking consent.
- Knowledge of Parliamentary management, specifically the hybrid Bill process and/or alternative consents regimes (eg TWAO/DCO).
- Knowledge of petition minimisation and management.
