  • Ensure the Trust has in place appropriate contracts with commissioners, clients and business partners.
  • In collaboration with the Associate Director establish, manage and develop arrangements for formulating, agreeing and documenting contracts, agreements and schedules in respect of the Trust's health and social care services and other business activities.
  • Lead and implement effective performance management arrangements for all contracts and business activities, producing regular reports for the Associate Director or Director as appropriate.
  • Ensure that all procurement and contracting activities are carried out in accordance with legislation, health policies and procedures and principles of good practice including ethics and probity.
  • To support the partnership working approach with statutory, voluntary and independent sector agencies in relation to contracting issues.
  • Ensure that the relationship between activity, cost and performance is made explicit within all contracting activity.
  • To support the Directorates in reviewing the performance of contracted services so that they are regularly monitored and reviewed to ensure services are effective, meet statutory requirements and deliver desired outcomes.
  • To support the Associate Director in ensuring that effective contract documentation is prepared updated (and version controlled) and is appropriately accessible for operational and corporate directorates.
  • Ensure actions from the Trusts various performance meetings are logged and followed through to completion with the operational and management teams.

Education / Qualifications

Essential criteria

  • Educated to Masters degree level or equivalent professional qualification

Desirable criteria

  • Project Management qualification

Experience

Essential criteria

  • Minimum of 5yrs NHS experience at a senior level
  • Experience of contract negotiations and performance management at a senior level
  • Experience of delivering complex statistical reports and messages to a diverse range of people.
  • Experience of effective budget and resource management

Skills and Abilities

Essential criteria

  • Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales
  • Well developed persuasive, influencing and negotiating skills
  • Ability to understand, interpret and implement guidance
  • Effective team leadership skills
  • Demonstrates a strong desire to improve performance and make a difference by focusing on goals

Knowledge and Understanding

Essential criteria

  • Working knowledge of contracts management and technical understanding of the NHS Standard Contract
  • Knowledge of working in Mental Health and/or Community Trusts
  • Knowledge of NHS funding
  • Good business sense and commercial acumen

Desirable criteria

  • Experience of creative problem solving

Physical Requirements

Essential criteria

  • Ability to travel across sites in the Cambridgeshire & Peterborough area
  • Sitting for prolonged periods using a Computer

Essential criteria

  • Ability to travel independently across all areas of the Trust
  • Ability to work flexibly from the normal working pattern (including out of hours / occasional weekend) to meet service needs.
