About the role

Balfour Beatty are recruiting for a Head of Commercial to lead the Commercial team on site to deliver a complex secure building and infrastructure project in Derby.

This is an exciting opportunity to join Balfour Beatty's team that has been selected as a construction partner for the Rolls Royce expansion work in Raynesway, Derby, needed to meet the growth in demand from the MOD and as a result of the AUKUS agreement. As part of this programme of works, which will be executed in stages over the next eight years, Balfour Beatty will deliver infrastructure enabling works, build new manufacturing and office facilities, and redevelop existing industrial buildings on the site.

What you'll be doing

As the Head of Commercial, you will be responsible for the Commercial, Cost Planning and financial management of the works at the Rolls Royce Raynesway Site as part of the overall Rolls Royce Infrastructure programme of works, from inception, cost planning, negotiating and agreeing Task Orders and Subcontracts and commercially delivering Works Task Orders.

An integral part of the project senior leadership team where they hold key responsibilities associated with the commercial and financial success of each Task Order. The role is broad and includes anything from risk management to procurement, financial reporting and managing the supply chain. Typically, they will have a track record of managing and developing a commercial team on an NEC (Option E) Cost Reimbursable basis. Chartered Member of the RICS, ICES or CIOB, and a mentor/role model to other commercial staff on their journey to becoming professionally qualified. They will maintain their Continuing Professional Development (CPD).

Governance

  • Has a good knowledge of and adheres to the Company's governance requirements maximises LEAN/digital opportunities.

Commercial Management

  • Strong knowledge of NEC 4 Contracts in particular Option E (Cost Reimbursable)
  • Understands how economic factors affects the construction industry.
  • Application of legislation and ability to liaise with legal experts.
  • Preparation of Cost Plans & Estimates & Task Order submissions including the interpretation of specifications & preambles
  • Representation of the financial and contractual interests to the client in progress meetings or the like. Willing to take initiative to respond to customer requirements.
  • Co-ordination of buying, accounts, production control/planning, supply chain management & procurement techniques, estimating & surveying functions.
  • Liaises with all parties to ensure task/project remains on plan.
  • Management and reporting of Risk and Opportunity.
  • Management of disallowed cost
  • Cost, Value and Margin forecasting
  • Project Controls including Cost loading programmes

Commercial Administration

  • Provides commercial input to Buildability and Value Engineering reviews.
  • The ability to review cost plans cost data.
  • To manage the preparation of Cost Plans and Costs for a Project/Task Order.
  • To co-ordinate the commercial team to ensure programme issues are identified
    and actioned
  • To be able to report and explain the commercial aspects to the Programme Leadership Team.
  • Manage the preparation and articulation of the monthly CVR's and associated commercial reports.
  • To manage the feedback of commercial data to Planning, Estimating
  • Leads commercial aspects with Customer and stakeholders.

Procurement

  • Establish client supply chain requirements & advise on alternative forms of contract & procurement arrangements.
  • Formulation and management of strategies and plans for resource procurement.

Who we're looking for

Essentials - The following qualifications or their equivalent are essential:

  • NEC Experience
  • Managing programmes of work or series of projects
  • BSc or MSc in Quantity Surveying or equivalent
  • Membership or Fellowship of RICS, ICES or CIOB (or working towards)
  • CSCS Card (Professional Qualified Person)

Preferable Experience

  • Extensive NEC4 knowledge, preferably in Option E (Cost Reimbursable Projects)
  • SC level of Security preferred, BPSS minimum requirement
