Leicester City Council is looking for an exceptional capital delivery leader to head its Capital Projects & Programmes service. This is a high-profile role with responsibility for major construction, estate development, large-scale maintenance programmes and Net Zero initiatives across one of the UK's most diverse and dynamic cities.

What you'll be doing
You'll oversee the successful delivery of circa £150m capital programme across new build, regeneration, compliance and sustainability schemes. You'll provide strategic oversight across all capital projects - ensuring cost certainty, programme control and robust risk management. Driving commercial discipline, value for money and performance accountability, you'll lead capital forward planning and investment bidding. You'll embed environmental and Net Zero principles into project design and manage compliance around the future design of the estate, ensuring client service areas needs are met and value is delivered on every project undertaken.
Providing decisive and inspiring leadership to the service to a multi-disciplinary team of professionals, you'll set clear objectives, monitor performance, and foster a culture of accountability and continuous improvement. You'll embed cultural and organisational change through effective change management, and promote innovation, autonomy and professional development.
What you'll need
A proven capital projects leader with the credibility to operate at senior level, you'll have substantial experience delivering complex, high-value construction and capital programmes. A strong commercial mindset for cost control, contract strategy, risk and performance management, you'll have the confidence to advise senior leadership and operate in politically visible environments. With outstanding leadership and people management skills, you'll show resilience and an ability to lead professional, multi-disciplinary teams.
Full membership of a relevant professional body (RICS, MCIOB, RIBA, MAPM, CIBSE or equivalent) is essential.
