MAIN PURPOSE OF ROLE

The Head of Business Change leads the Enterprise PMO, project delivery, business analysis, testing, and continuous improvement capabilities. The role exists to ensure all IT and business change is delivered to time, cost, and quality-building a mature, repeatable delivery function that enables Cornerstone's multi year transformation and supports all four corporate pillars.
KEY ROLES AND RESPONSIBILITIES
SCOPE
This role leads the full change delivery lifecycle across Cornerstone, overseeing the enterprise project portfolio, prioritisation processes, governance standards, and delivery methodologies. It manages the PMO, Business Analysis, Testing, and Continuous Improvement teams and ensures they work effectively together.
The role interacts daily with technology leaders, business stakeholders, external vendors, and delivery partners. It supports the organisation by ensuring change is well defined, well governed, and delivered effectively, spanning operational enhancements, strategic transformation programmes, and cross functional initiatives. It provides strategic oversight of capacity planning, financial governance, project roadmaps, and operational readiness. Highlight the extent to which the role involves supporting a team, customers, or other departments.
DELIVERY
The role is accountable for delivering:
•A prioritised Change Plan aligned with corporate strategy and Board-approved investments.
•Robust project governance including stage gates, RAG reporting, dependency tracking, and capacity management.
•Successful delivery of all IT and business change projects through to benefits realisation.
•Consistent application of delivery methodologies across waterfall, agile, and hybrid approaches.
•High-quality business analysis, requirements definition, and traceability.
•Comprehensive test strategies, defect management processes, and go-live readiness.
•Continuous improvement of processes, operational workflows, and project delivery capability.
Good performance includes on time delivery, accurate forecasting, adherence to budget tolerances, well-managed risks and issues, and strong business stakeholder engagement. The role independently makes decisions on delivery approaches, prioritisation recommendations, resource allocation, governance enforcement, and escalation management.
ROLE EXPERTISE
The role requires deep expertise in PMO management, project delivery, business analysis, testing, continuous improvement, and portfolio governance. Extensive knowledge of project methodologies (agile and waterfall), risk and financial management, business requirements engineering, process mapping, and testing frameworks is essential.
The role demands strong leadership, negotiation, facilitation, communication, and planning skills, combined with the judgement to balance strategic priorities with delivery constraints. It also requires the ability to mentor delivery professionals, guide stakeholders, solve complex delivery challenges, and drive continuous improvement. Experience in large-scale transformation and infrastructure or telecoms environments is highly advantageous.
KNOWLEDGE, SKILLS AND EXPERIENCE
• 8+ years' senior leadership experience in change/PMO roles (Head of PMO, Head of Change, Head of Delivery).
• Experience in infrastructure, telecoms, or asset intensive industries strongly preferred.
• Proven track record managing multi-project portfolios with measurable delivery outcomes.
• Deep expertise in PMO operations (governance, stage gates, portfolio reporting, financial tracking, capacity planning).
• Strong delivery capabilities across waterfall and agile methodologies.
• Business analysis leadership: requirements engineering, process mapping, stakeholder facilitation.
• Testing leadership: test strategy, defect management, UAT coordination, go live readiness.
• Excellent communication, influencing, and senior stakeholder engagement skills.
• Ability to lead multidisciplinary delivery teams and improve delivery capability across functions.
• Strong financial acumen including project budgeting, forecast management, and benefits tracking.
