About the job.
We are recruiting for a GIS (Geographical Information Systems) Development Manager to join our team within GIS and Registration.
This role within the GIS and Registration Team manages and supports the team members ensuring the creation and maintenance of Estates GIS systems, in relation to the operational estate, surplus land and the Strategic Road Network.
You will prepare and maintain our GIS environments to support the delivery of paragraph 9.9 of the licensing agreement between the Government and National Highways, facilitating the representation of land ownership and maintenance records.
The role will be based at Manchester, and will be worked on a hybrid basis. You will be required in the office 2 days per week.
- Work collaboratively across organisational boundaries, identifying opportunities for GIS growth, promoting accurate spatial data management throughout our business to assist the needs of Estates and the land portfolio.
- Oversee and ensure all Estates systems maintain high levels of operability.
- Identify spatial disparities, assimilating information and data in the appropriate systems, contributing to a cost effective spatial network resource.
- Provide leadership to the team; developing skills, capability and capacity, to optimise performance and deliver the local agenda alongside corporate and divisional objectives.
- Work with relevant government property departments on issues in relation to estate and portfolio records.
- Analyse, collate and manipulate complex datasets within new and existing systems to assist in the creation and maintenance of digital datasets, accurately maintaining the company's records to inform effective decision making.
About you.
- Degree in GIS and/or Computer Science related subjects.
- Excellent skills in GIS: use of coordinate systems, analysis of spatial data and expert user of applications like FME, ArcGIS Suite and QGIS.
- Knowledge of data engineering, data structures and database design.
- Experience of software development within a team environment and related tools (for example ADO, Visual Studio).
- Experience of leading people successfully, enhancing their capability and focusing of their effectiveness.
- A very good understanding of the specialised principles and processes governing the work of the department (for example: Agile Project Management, Resourcing, Finance, Procurement).

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
