Base salary: £54,878pa to c.£64,562pa depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

The Fraud & Investigations Manager is responsible for leading the investigation's function. This includes managing the entire investigation process, from receipt of allegations through the investigative cycle to recommending actions in a timely manner, while ensuring compliance with relevant regulations. The manager also plays a crucial role in preventing fraud by establishing clear reporting channels, addressing fraud, bribery, corruption, and overseeing the ethical conduct of contractors.
About the role:
- Manage the investigations team, including resource allocation, direction, and caseload management. This includes recruiting, training, and supervising investigators, as well as assigning cases, setting priorities, and providing guidance. The manager ensures all investigations are conducted effectively and efficiently.
- Oversee the investigation process, from allegation or whistleblowing case through allocation and recording to reviewing completed cases and proposing closure. This encompasses the entire lifecycle of an investigation, from receiving initial reports to documenting findings and recommending actions. The manager ensures investigations are thorough, objective, and compliant with relevant regulations.
- Maintain provision of and access to qualified investigators who meet Government Standards and facilitates ongoing professional development and stays updated on industry best practices.
- Manage reporting routes for staff, contractors, and the public regarding fraud, bribery, and corruption concerns. Establishing clear and accessible channels for reporting suspected wrongdoing and ensuring prompt assessment and triage of incoming reports.
- Oversee counter-fraud, bribery, and corruption training for relevant stakeholders.
- Oversee Tier 1 contractors' business conduct to ensure compliance and ethical behaviour. Includes monitoring contractor activities, reviewing compliance programs, and conducting due diligence to mitigate fraud, bribery, and corruption risks.
- Ensure the proper operation of the whistleblowing facility, including accessibility and appropriate investigation of allegations. Maintaining a user-friendly and accessible whistleblowing system, ensuring prompt review and assessment of allegations
- Manage non-fraud (business ethics) investigations on behalf of other departments, such as IT policy breaches and harassment.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.

- Investigative Analysis - Ability to effectively interpret and evaluate information gathered during investigations, drawing conclusions in relation to offences/ breaches and to provide recommendations
- Business Ethics and Conducts - Ability undertake multiple investigations contemporaneously which are running at different speeds and in an ever changing environment.
- Reporting - Ability to produce and present information to a variety of stakeholders autonomously, tailoring information and arguments for different audiences
- Stakeholder Management - Ability to build relationships with internal and external colleagues, at all levels. Ability to work with stakeholders to manage conflicts and conduct difficult discussions/ interviews and close matters in a timely manner
- Communicating and Influencing - Able to conduct difficult discussions/ interviews and close matters in a timely manner
- Leadership - Able to create a clear sense of direction and priorities; facilitate delivery through others, keeping the team's performance on track; anticipating obstacles; creating ownership and accountability;
- Development - able to coach and share own knowledge and experience to help people to develop, as well as ability to creation and deliver fraud awareness training for a broader audience.
Knowledge:
- Professional accreditation in a fraud discipline e.g. Certified Fraud Examiner (CFE), Professional Investigations Programme - Level 2 (PIP), Accredited Counter Fraud Specialist (ACFS - Expert)
- Knowledge of relevant civil/criminal law.
- Knowledge of operational facets of the procurement/ contract management process and procurement/ contract management fraud risks, red flags, controls and investigation techniques.
- Knowledge of property/land fraud risks and mitigation.
Type of experience:
- Demonstrable experience of operating in a matrix management environment
- Experience of working in a corporate fraud investigation environment.
- Experience of conducting complex fraud investigations, in particular relating to procurement and contract fraud within a large corporate environment.
- Experience of giving evidence at Crown Courts, tribunals and disciplinary hearings.
- Experience of the detection and investigation of complex fraud investigations involving procurement/contract fraud.
