Finance Manager - Financial Reporting

Reporting into the Head of Financial Strategy and Planning, this role will play a key part in modelling and tracking our Medium Term Financial Strategy. The role is pivotal in terms of budget strategy, and holds several financial models to inform our position, tying this back to our present and future capital direction requirement as we move towards financial recovery. The postholder also has responsibility for financial returns, including the Revenue Outturn and Revenue Actual returns.

Finance Manager - Treasury

Reporting into the Head of Financial Strategy and Planning, this role is responsible for the delivery of our Treasury Management Strategy. The main function is to deliver effective and robust daily treasury management and planning, and provision of regular updates and reports to the s151 and Deputy s151. The role is also responsible for oversight of the collection fund and taxation. The treasury function is a vital component of our financial management in terms of our cash flow requirement to inform our funding model.

Finance Manager - Financial Reporting

Reporting into the Chief Accountant, this is a financial accountant role supporting the Chief Accountant with the closure of accounts and notes to the accounts. The postholder is responsible for technical updates and audit preparation, including working with external auditors and responding to their queries. The role involves a lot of analysis and solving queries, particularly related to our divestments and the correct accounting treatment.

The salary for the roles is £50,511 to £58,266 per annum (grade G) pay award pending

The roles are offered on a permanent basis, part time or job share applicants are welcomed.

Full time hours are 37 Hours per week. Hybrid working is in place.

About the Team

Thurrock Council's Finance team play a vital part in driving transformative change that is underpinned by solid financial management. We are seeking new team members to join us as key players in our change and improvement journey. Although the Council has faced huge challenges it has a developed recovery and improvement plan, which is delivering real impacts as we move towards financial sustainability. Although there is still a long way to go, we are transforming the way we deliver services with £8.3m MTFS savings delivered in full during 2023/24, and £20m 2024/25 MTFS savings being on track to be delivered. The commitment and hard work of officers and members is beginning to make a real positive impact. The team are working alongside DLUHC appointed Commissioners to deliver the improvements required. These roles give an opportunity to be part of a team that will help re-build the Council and its finances, and give real experience of rebuilding a local authority that is in intervention.

As part of the overall Finance Team, the Strategic and Corporate Finance team are crucial to enabling the Council deliver on its ambitious new plans. Whilst we recognise there is still a lot to be done to re-establish Thurrock in terms of financial stability, this is an exciting time to join and to contribute to our recovery. We intend to create a legacy that we can all be proud of.

What you'll have:

  • Full CCAB accounting qualification
  • Demonstrable commitment to continuous professional development
  • Substantial financial management experience at a management level
  • Experience of leading teams of professional accountancy staff
  • Authoritative knowledge of relevant work areas, and a well-developed knowledge of working in a complex organisation
  • A sound understanding of local government finance with relevant experience (or strong demonstrable transferable experience)
